Job Description

IRC has a country office in Kampala, a regional office in Yumbe (and Lamwo), Adjumani, Kiryandongo and Moroto. Given the conflict outbreak in South Sudan, IRC re-opened the Yumbe Field site office to support refugees being settled in Bidibidi, Imvepi and Omugo refugee settlement in Yumbe and Arua Districts respectively. The IRC is currently in the process of expanding its programming to South Western Uganda – Nakivale, Oruchinga and Kyaka refugee settlements, to continue to provide life-saving services to conflict-affected and displaced refugee and host community.

 Job Overview and Summary

The Supply Chain Officer holds primary responsibility to procure program supplies, monitor and coordinate vehicle movement and maintenance, reporting any incidents immediately to the SCM and carry out various supply chain monitoring and coordination functions including warehousing, asset and maintenance

The Procurement Officer will:

Procurement in Yumbe is a relatively big function within the Yumbe field office. It supports seven different sectors to implement its activities and it therefore requires a lot of commitment to handle a large volume of procurements that are usually required within a specified timeframe. This job requires someone who is diversely knowledgeable about IRC procurement procedures and who is able to deal with unforeseen challenges.The main purpose of this job therefore is to ensure all procurements are done on a timely basis without compromising known IRC standards. Procurement works closely with all sectors to ensure that planned activities are implemented accordingly.

Specific Responsibilitie

  •  Oversee procurement systems, in accordance with IRC standard procedures.
  • Procure all necessary items for offices, residences and programs in Yumbe.
  • Ensure that all materials purchased are of appropriate quality and price.
  • Generate all the required procurement documentation (request for quotation, bid analysis worksheet, purchase order, payment request and contracts).
  • Update the Prologs data base on a daily basis and disseminate a complete PR tracking report to the logistics Manager and all programme managers.
  • Maintain procurement records and files in an impeccable manner.
  • Maintain regular contacts with suppliers in Yumbe.
  • Maintain and update a list of recognized suppliers with all their records including the price lists.
  • Maintain regular contact with IRC Kampala on matters of procurement.
  • Prepare payment requests for all IRC procurements.
  • Supervise the procurement Assistant in Yumbe
  • Carry out monthly spot checks of the Yumbe storerooms.
  • Train all in-coming Logistics and Programme staff in procurement procedures.
  • Conduct periodic refresher courses for all logistics personnel in Yumbe
  • Act as Storekeeper in Yumbe when Storekeeper is out of station.
  • Act as Logistics Manager in Yumbe when the Logistics Manager is out of station.
  • Assist with other duties as required by Operations manager/Field Coordinator.

Key Working Relationships

Internal

Logistics Assistant in charge of Transport, Ware house, Assets & Facilities, Finance, IRC Yumbe staff, IRC Kampala.

External

Private sector within Yumbe.

Qualifications

Education

  •  University Degree in Logistics and Procurement.
  • Possession of a Valid Driving/Riding permit is an added advantage

Experience

  •  Two years’ working experience in procurement.
  • Experience working with international NGOs (preferred).
  • Working experience on USAID, OFDA, ECHO and other donor funded projects will be an added advantage.

Skills and Abilities

  • Knowledge of HF and VHF radio equipment.
  •  Strong organizational skills and attention to detail;
  • Basic computer skills (preferred).
  • Must be able to function comfortably in a loosely structured but complex work environment, working and prioritizing multiple tasks.
  • Able to communicate effectively (written and verbal) in English with Programme staff, management and other employees.
  • Good supervisory skills, time management and interpersonal skills
  • Fluent in English and knowledge of Aringa is an added advantage.
