Job Description

Under the supervision of the Child Protection (CP) Manager and the Child and Youth Protection and Development (CYPD) Manager based in Jijiga with technical oversight from the Child Protection technical unit based in Addis Ababa, the Child Protection Officer will be responsible for the design, implementation, monitoring and evaluation of the child protection (CP) prevention and response program in a professional manner. She /he will demonstrate technical capability to support the CP staff (volunteers/ community facilitators) to ensure program implementation is upholding standards, procedures and principles of child protection. She /he will coordinate the child protection interventions and services to address the needs of displaced children.

Specific Responsibilities:

Program Planning Development and Implementation

  • Responsible for the establishment /strengthening of community based child protection mechanisms.
  •  Ensure child protection situational assessments, data collection, compiling and analyzing are to the required standard.
  • Facilitate and participate in the development of service mapping and CP referral path way to ensure a coordinated and quality response services for vulnerable and at risk children.
  • Takes primary responsibility in conducting community mass awareness raising, mini-campaign /outreach activities and equip the community based structures with knowledge and skills of prevention and support for children against risk and harm.
  • Ensure well-coordinated and holistic approach to address needs of vulnerable and at risk children.
  • Carry out standardized psycho social support educational and recreational activities at the temporary Safe Healing and Learning Space (S.H.L.S) according to schedule.
  • Take a lead and support the community based associations in establishing /strengthening family based appropriate care arrangement and protection mechanisms, including follow-up of the case management process.
  • Recruit and train S.H.L.S facilitators on S.H.L.S toolkit and approach with on-going mentoring support
  • Organize meetings and orient community leaders, care giver /families, teachers and children regarding the benefits of the S.H.L.S intervention.
  • Ensure identified children needing support are referred to appropriate services and receive support
  • Develop activity and budget plans and submit on time.

Program Liaison, Coordination and Networking

  • Maintain active working relationships with relevant stakeholders including children, families, community leaders and other government implementing partners.
  • Represent the program in all stakeholder meetings and communicate the outcomes with program staff
  • Facilitate regular monthly meetings with the community leaders, children and implementing agencies and sectors including preparation of agenda and circulate the minutes of the child protection working group (coordination body) meetings
  • Develop a positive team spirit to encourage innovative and quality programming.

Monitoring and Evaluation.

  • Regularly review and provide feedback to the CP manager regarding theimplementation status and any challenges of the SHLS activities
  • Prepares monthly progress, quarterly and annual implementation and donor reports and review BVA to monitor budget utilization and spending rate.

Key Working Relationships:

  • The Child Protection officer will directly report to the Child protection Manager based in Jijiga with additional oversight from the CYPD Manager and the Assistant Child Protection Coordinator based in Addis Ababa.

Qualifications

  • University Degree in Social Science, Social Work, health or psychology/Sociology with 2 years of relevant experience for post graduate, 4 years of relevant experience for BA degree, 6 years of relevant experience for diploma holders.
  • NGO experience is a plus,
  • Experience in working with harmed and/or at risk children in an NGO setting is advantageous
  • Knowledge of Somali language is advantageous.

  • Supervisory/basic managerial skills.
  • Technical and report writing skills
  • Computer literate.
  • Fluent spoken and written English
  • Good communication and interpersonal skills.
