Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

Under Maastricht Ministerial Council Decision 4/03 ODIHR was tasked “with serving as a collection point for information and statistics collected by participating States”. Based on this, ODIHR developed a dedicated website, the Tolerance and Non-Discrimination Information System (TANDIS). ODIHR has also been publishing an annual report on hate crimes since 2005.

Ministerial Council Decision 13/06 encouraged the Office, within the scope of its resources: “To continue to serve as a collection point for information and statistics on hate crimes and relevant legislation provided by participating States and [to] make this information publicly available through its Tolerance and Non-Discrimination Information System and its report on Challenges and Responses to Hate-Motivated Incidents in the OSCE Region”. In 2014, ODIHR launched a hate crime reporting website on hate crimes. The website presents ODIHR’s annual report on hate crimes and brings data collected from 57 States into a user-friendly online resource.

     
Tasks and Responsibilities    
     
   

Under the general supervision of the Head of Tolerance and Non-Discrimination Department (TnD), as the incumbent of the job of Associate Web Editor, you will be responsible for defining, creating, editing and managing the content of TANDIS and of the ODIHR website on hate crimes (TnD websites) in accordance with established policies. In particular, you will be responsible for:

  1. Maintaining content on the TnD websites;
  2. Identifying, researching, drafting and editing content (text, photos, documents and multimedia) for online publication;
  3. Acting as a focal point regarding the use of TnD websites and the TnD sections on the OSCE website;
  4. Supervising staff in charge of the collection of resources for the TnD websites;
  5. Co-ordinating with relevant actors in the OSCE (mainly ODIHR Public Affairs, OSCE Public Press Information Service) and outside of the OSCE (web developers, service providers, etc) to maintain the TnD websites;
  6. Keeping up-to-date with the latest professional developments and proposing improvements to the TnD websites;
  7. Performing other duties as required.

Necessary Qualifications    
     
   
  • First-level university degree in computer sciences, statistics, public information/journalism, political science;
  • Minimum of four years of professional experience in writing and editing in English;
  • Extensive experience with content management systems for large and complex websites, preferably in an international environment, with some management experience;
  • Established knowledge of modern content management software and web standards;
  • Familiarity with multimedia publishing tools and technologies, and with mark-up and formatting languages (e. g. HTML and CSS) is desirable;
  • Professional fluency in the English language; knowledge of the Russian language is desirable;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 4,170 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
