1.     Organizational Context

 

  1. Organizational Setting

     

    The post is located in the PCT Information Systems (PCTIS) Division. The Division implements the ICT management framework for the portfolio of business applications supporting the PCT, a highly successful patent filing treaty. The Division comprises an Operations and Support Section to oversee a new highly resilient and secure infrastructure largely separated from the rest of WIPO’s infrastructure.  There are two application development teams, a Control, Quality and Procedures Section, and additional roles are evolving towards strategy, demand and portfolio management functions.  The Division collaborates with customers, third party suppliers and infrastructure teams and end users.  It also delivers service desk, enterprise architecture, release and deployment coordination and systems operation services to the PCT.  The applications are mostly custom built for a user base of tens of thousands of patent professionals working in both government and the private sector and an internal workforce of several hundred.

     

  2. Purpose Statement

     

    The incumbent as Director of the PCT Information Systems Division takes full responsibility for the management and development of the PCT information systems and related new systems development.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Senior Director of the PCT Services Department.

     

     

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Direct the Division's portfolio of work and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with the results-based management framework, underpinned by key performance indicators.

 

b.   Define and implement strategies for the development and management of the portfolio of PCT information systems (ePCT, eDossier, PCT-EDI etc.), the provision of their associated services and new systems development; build partnerships with concerned work units and contribute to wider organizational change.

 

c.   Propose and direct technical projects and operations necessary for developing and maintaining PCT information systems and their associated services, ensuring that they improve service delivery, deliver business value and are implemented on time, within the allocated resources, and in line with information security requirements.

 

d.   Propose and establish a policy framework and strategy to lead PCT information systems in new directions, enhancing the services provided by WIPO under the PCT; actively review and manage the same.

 

e.   Manage staff and consultants in terms of performance, career planning, training and mobility; foster a working environment that combines individual responsibility and team work whilst maintaining a fully collaborative atmosphere.

 

f.    Plan and direct major tenders related to PCT information systems and WIPO in general; manage contracts or agreements with external service providers or partners to ensure cost efficiency, compliance and high level of performance, while anticipating and managing changes to internal processes and job profiles.

 

g.   Keep abreast of new information communication technologies, industry best practice and identify opportunities for innovation or risk mitigation.

 

h.   Assure PCT information systems activities are aligned with the organizational direction and in particular those coming out of the ICT Board and the WIPO IP Portal Program.

 

i.    Consult with central IT services and other sectors to ensure that overall PCT information systems’ capability and capacity meet current and future business expectations.

 

j.    Identify and proactively manage risk-management processes in order to avoid critical ICT-related incidents.

 

k.   Represent WIPO and provide substantive expertise and advice at international, regional and national meetings.

 

l.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in computer science, information technology or related discipline. A first-level university degree plus two years of relevant professional experience in addition to the years of experience mentioned below may be accepted in lieu of an advanced university degree.

 

Project management certification, preferably PRINCE2.

 

Experience

Essential

At least 15 years of relevant professional experience in computer systems development, including managing and leading medium to large application development projects balancing priorities against available resources. Substantial experience managing projects involving external companies and internal staff. Substantial experience in a senior level managerial position.

 

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Knowledge of other PCT publication languages, particularly French.

 

Job Related Competencies

Essential

Expert knowledge of computer systems development methodologies and lifecycle, project management techniques and methodologies.

 

Extensive knowledge of operational procedures and processes within a patent or trademark office or similar organization.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the May 2019 rate of 67.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
