Background Information - Job-specific

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.  In Asia Pacific, UN Environment operates through its Asia Pacific Office and works in 41 countries in the region. UN Environment's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. 

The Least Developed Countries Fund (LDCF)-financed project “Catalysing ecosystem restoration for climate resilient natural capital and rural livelihoods in degraded forests and rangelands of Nepal” seeks to build on several ongoing baseline projects. The project will be implemented by UN Environment and executed by the Ministry of Forests and Environment.

Functional Responsibilities

The M&E Officer will work under the overall guidance of National Project Director and  National Project Coordinator and under the direct supervision of National Project Manager.  The M&E Officer  will team together with other project staff and consultants to ensure monitoring, evaluation and communication aspects of the project are operationalized and complied at all levels in realizing the project objective. The M&E Officer will also work closely and liaise with Project Partners for information sharing and knowledge management.

The M&E Officer will specifically:

  1. Take lead in developing and harmonizing the M&E framework for EbA II in line with the project document for measuring results at all levels.
  2. Devise a mechanism for the collection and maintenance of project information/data at systemic level for analysis and reporting.
  3. Design and establish an appropriate programme monitoring system in place – and align with UNE corporate reporting and monitoring mechanism. 
  4. Undertake regular tracking of Project log frame, RRF, ME framework and AWPs and other documents to ensure that the intended progress targets, outputs and their deliverables are achieved and delivered.
  5. Prepare monitoring schedules and undertake periodic monitoring of activities and provide feedback to PMU.
  6. Act as a Communication and Monitoring Focal Point of the Project and liaise accordingly.  
  7. Design, develop and operate communication and outreach materialsfor project’s enhanced visibility.
  8. Prepare periodic reports such as APRs, QPRs, PIRs, monitoring and evaluation reports and project briefs for submission and briefing to MoFE, UNE / GEF and other stakeholders as deemed necessary.
  9. Team up with National Thematic Consultants to develop training materials for national and project beneficiaries.
  10. Ensure regular back-up of MIS database and electronic documents.
  11. Document good practices and lessons generated by the project for knowledge sharing and management.
  12. Develop a mechanism for social auditing of project interventions and get involved occasionally while undertaking them.
  13. Undertake any other responsibilities relevant for EbA as required by NPM.

Education/Experience/Language requirements

Education:

  • A Master’s degree in social sciences, development studies, natural resources management, management or other relevant subjects or a Bachelor's degree with 7 years of related work experience.

Experience

  • Five years of work experience in programme/project in a Government, multilateral or INGO environment. Experience of working with Government Institutions and development partners and in natural resource management or climate change related project is a distinct advantage.
  • Prior working knowledge of RBM methodologies and tools (project and programme management, design, monitoring and evaluation) with excellent computer and office software usage skills is a must. 

Language

  • Strong written and communication skills of English and Nepali languages.
