Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

United Nations Mine Action Service (UNMAS) DRC

The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard.

UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action and weapons and ammunition management and safety issues.

Functional Responsibilities

Under the supervision of the Logistics Officer/Support Services Officer, your duties and responsibilities will be to:

Efficient Logistics Support:

  • Work in close collaboration with support services staff, administration staff, and other programme staff, as well as with staff of other UN agencies and implemented partners, to exchange information and ensure consistent service delivery.
  • Support in the monitoring of all UNMAS DRC Programme logistics requirements between Goma HQ and regional offices including coordinating and gathering information of incoming shipment, distribution and transfer of equipment to other locations, in accordance with UNOPS policies and procedures.
  • Provide assistance to assess and organize logistics section in terms of transport requirements, receipt, handling, storage and distribution of equipment and establishes proper warehousing and recording systems including assets.
  • Work in collaboration with programme and operations team to provide logistics support  to the Programme.
  • Upon request from internal clients, issue equipment and supplies. 
  • Ensure proper documentation for approvals and receipt of goods/equipment are maintained.
  • Work, collaborate, and assist to report to the asset section for the global inventory of the Programme.
  • Provide logistics support to ongoing air and land operations in the field;
  • Implement a Proof of delivery (POD) for the shipment to the fields. 
  • Assist to record and file all shipment and shipping documents and contribute in weekly reports on equipment and materials received.

Coordination of Custom Clearance:

  • Liaise with Procurement Section and Entebbe Logistics Support Base for the timely reception of International Shipping documents.
  • Prepare the reception of international shipments, and liaise with MONUSCO Movcon Section for tax exemptions, customs clearances, and the timely delivery of consignment to the beneficiaries in DRC.
  • Follow up customs clearance documents and approvals with MONUSCO Movcon and Freight Forwarders.
  • Ensure all consignment is released upon arrival in country.
  • Assist in the transport of goods from the customs point to the UNMAS warehouse or the regions.
  • Assist in preparation of exemption requests for subcontractors and personal effects for UNMAS Staff.
  • Serve as the focal point for assembling, tagging, labeling, and arrangement for the shipment of goods and materials and prepare relevant report.
  • Provide support in registration, insurance, and tags to assets  upon arrival in DRC.
  • Handle incoming shipments, unpack boxes, and ensure the Receive and Inspection Report (RIR) is done upon arrival.

 Assets Management:

  • Assist in the maintenance of the logistical filing system to include all equipment information, maintenance schedules, and logs documentation,
  • Ensure that inventories of assets, equipment, and consumables are recorded, monitored and updated.
  • Provide support to the assets and expendable verification exercises in HQ Goma, as well as in the regions.
  • Provide accurate UNMAS and UNOPS reports within deadlines.
  • Report on cargoes ensuring they are prepared and accurate and detailed packing list is attached before shipment.
  • Assist in the inspection of all goods and materials upon receipt.
  • Maintain an effective electronic filing system for all assets related actions such as; RIR, Reports and supporting documents, ROU, Disposal approved documents and Proofs, Assets inventory documentation etc;
  • Perform other duties as assigned.



Education/Experience/Language requirements

Education
  • A First level university degree (Bachelor’s Degree or equivalent) in Logistics,  Management, Supply Chain Management or other related field with a minimum of 2 years of relevant work experience; OR
  • Secondary School (high school or equivalent)  with a minimum of 6 years of relevant experience.

Experience

  • Relevant experience is defined as experience in logistics, custom clearance, warehouse management, inventory management, or another related field.

Language

  • Fluency in French (write, speak, and read) is required.
  • Intermediate proficiency in English (speak, write, and read) is required.
