NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2018, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

                                                                                   ICLA Program Manager 

The purpose of the ICLA Project Manager position is to implement delegated ICLA project portfolio. Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects. Contribute to the development of project proposals. Provide regular progress reports to the Area Manager and the ICLA Specialist, highlighting operational successes and challenges.

Responsibilities:

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
  • Contribute to the development of project proposals
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide technical direction to ICLA team, and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the ICLA Specialist, highlighting operational successes and challenges                             
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Develop and manage project budget, in cooperation with Area Manager & ICLA Coordinator
  • Ensure capacity building of project staff and transfer key skills
  • Promote the rights of displaced persons in line with the advocacy strategy
  • Participate in relevant project start-up, progress review, and closing meetings
  • Ensure accurate and consistent implementation of ICLA case management and M&E tools
  • Actively participate in relevant humanitarian coordination meetings in Kirkuk 
  • Actively promote and operationalize synergies between ICLA and other NRC programmes 
  • Facilitate research, assessments and learning on new technical areas relevant to projects, with support of Specialist
  • Any other task relevant to the position as requested by the Area Manager or ICLA Specialist.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Complete and review RoD and SSD for all grants.

Our Ideal Candidate:

  • Relevant university degree, preferably law or social studies/political science.
  • Minimum 3 years of experience from a senior level legal assistance project implementation position in a humanitarian/ recovery context. 
  • ICLA technical expertise, including knowledge of Housing, Land & Property and legal identity, including civil documentation issues.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal

Additional Information:

Contract period: one year (with possibility of extension subject to funds)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station:  Kirkuk
