UNOPS has been present in Bangladesh since 2003, initially providing operational support programme focusing on police reforms and disaster management. The presence has significantly grown since then with UNOPS being appointed as Local Fund Agent for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Bangladesh.

In 2014, UNOPS established formal representation in Bangladesh as a response to a request from the Executive Board of UNOPS to provide more substantial support to the Government of Bangladesh (GOB) across various areas, including organizational capacity development and integrating resilient infrastructure approaches. The office provided capacity development support to several GOB infrastructure-related agencies and key national NGOs focusing on improving operational capacities within the sectors of procurement, human resources management, finance and internal control, and project management.

Moving forward, UNOPS, in line with its global priorities is expanding its portfolio within Bangladesh to provide more significant support in the sectors of resilient infrastructure, fund management and operational efficiency with an emphasis on building national capacities, improving the resilience of communities and supporting in the implementation of SDGs.

Building on its global expertise in Fund Management, UNOPS is working with development partners in the country in setting up a development fund that will support humanitarian, disaster management and early recovery sectors.

General Background on the Assignment

The Department for International Development (DFID) leads the UK’s work to end extreme poverty, deliver the Global Goals, and tackle global challenges in line with the Government’s UK Aid Strategy. DFID–Bangladesh (DFID-B) funding the “Strengthening Humanitarian Preparedness and Response (SHPR)” programme aims to provide more effective, timely and predictable humanitarian support to refugees in Bangladesh and to vulnerable communities following disasters. It also aims to strengthen the ability of the Government of Bangladesh to effectively meet the needs of these groups and to reduce the scale of impact of disasters when they occur. UNOPS is acting as the Fund Manager of certain components of the SHPR programme.

The principal objectives of the SHPR are articulated around three Pillars:

  • Pillar 1: Augment disaster preparedness and disaster risk reduction including for large‐scale catastrophic emergencies and recurrent, predictable events;
  • Pillar 2: Respond to the impact of disaster events through the provision of predictable, timely and high-quality humanitarian support;
  • Pillar 3: Deliver urgent humanitarian support to Rohingya refugees and needy host communities as well as creating an enabling environment for Rohingya related relief agencies through support to coordination fora.

As the Fund Manager, UNOPS will be responsible for multiple functions vis-à-vis the SHPR Programme including, the design of an early recovery/emergency response facility, fiduciary management, legal and technical oversight, monitoring and evaluation, reporting, quality assurance and communication. UNOPS will also be required to support DFID in its humanitarian agenda from the onset of this project. This requires the management of multiple individual grants supporting UN agencies and NGOs, including some consortia. Given the scale of the UK’s funds that are being channeled through UNOPS in response to the Rohingya crisis, there is now a need   for UNOPS to establish a full-time presence in Cox’s Bazar in order effectively manage these funds. This terms of Reference and new position responds to this requirement: supporting the management of DFID projects that are being funded through by UNOPS in Cox’s Bazar that are assisting both the Rohingya and Host Communities to ensure their effective and efficient delivery.  This marks a first step in building UNOPS capacity to field-based management and monitoring.

Functional Responsibilities

Under the overall responsibility of the SHPR Team Leader, the Field Fund Manager’s prime responsibility will be in the following areas:

  • Create a structured plan and system for monitoring DFID projects that are being managed by UNOPS, including a timetable for regular engagement and visits to partners’ projects – working with DFID and the rest of the UNOPS team. Share and update this timetable regularly with DFID and partners. Disseminate and agree these with the rest of the UNOPS team.
  • Coordinate and facilitate monitoring visits by UNOPS SHPR team, DFID and others as set out in the above plan.
  • Rigorously track, verify and report back on the delivery of DFID projects that are being funded through UNOPS and their output and outcome-level results. This will be undertaken through desk review, conducting programmatic monitoring visits and through broader stakeholder consultation and data analysis.
  • Flag and follow-up where planned results are not being achieved, and the reasons for these – working with the rest of the UNOPS team and others as appropriate.
  • Ensure high standards of programme management, quality assure written documents and reporting, and demonstrate leadership in compliance processes.
  • Examine and advise on programme quality and outcomes, and partners’ compliance with all relevant standards and safeguards.
  • Propose where specific technical expertise, including for specific sectors, is required and should be commissioned by UNOPS to enhance monitoring and programme delivery. 
  • Deal with all issues being presented by implementing partners or raised by others in Cox’s Bazar that should be addressed by UNOPS and follow up on recommendations from field monitoring and other reports with the partners. Keep a record of field monitoring and issues being raised and progressed.
  • Prepare regular situation reports and papers highlighting relevant operational factors affecting the humanitarian situation and the response, as well as the situation amongst the host community.  Although primarily focused on programme delivery, this should also highlight and consider broader developments, concerns and issues.
  • Support the development of new projects, including the development of new calls for proposals, the review of new project proposals, and other related activities, providing a strong ground truthing on how they correspond with the priorities, requirements and context, and are linked and come with the backing of sector plans and coordination.
  • Address directly or flag issues any issues that restrict or in any way impair the ability of partners to deliver their programme.
  • Address any issues, including the transfer of assets, that need resolution at the end of a project.

To achieve this, there will also be a need to:

  • Establish and maintain contacts with all of DFID’s implementing partners with funds channelled through UNOPS, as well as the broader range of humanitarian and development actors based in Cox's Bazar, such as RRRC, ISCG, SHPR-funded Implementing Partners that include UN agencies, non-governmental organizations and National NGOs.
  • Liaise closely with the DFID team in Cox’s Bazar and DFID office in Dhaka and discuss issues, challenges as well as proposed plan of action for SHPR Funded projects as necessary.
  • In coordination with DFID representatives, participate where appropriate in ISCG meetings, Sector working groups meetings, conferences, consultations with other agencies and partners on humanitarian and emergency support-related matters, and feed this into reporting.
  • Ensure appropriate coordination with ISCG, Sectors, working groups in Cox’s Bazar through establishment/maintenance of appropriate coordination mechanisms.
  • Participate and contribute in the Joint Response Program coordination meetings as and when required
  • Make sure there is a good understanding and visibility amongst key players of the projects being funded through UNOPS.
  • Explore communication opportunities for DFID funded projects.
  • Any other business as advised by the UNOPS’ SHPR Team Leader.

Monitoring and Progress Controls

The Field Fund Manager will report to the Fund Manager/Team Leader and make contributions as per this TOR. A work plan will be formulated and agreed between the Fund Manager, UNOPS and the SHPR Management Committee, with clearly defined outputs, milestones and reporting requirements.

Education/Experience/Language requirements

Education

  • A Master’s degree in Development Studies, Urban Planning, Economics, Social Welfare, Social Science, Political Science, International Relations or related field;
  • A Bachelor’s degree in the above fields with additional relevant years of experience may be accepted in lieu.
  • Certificate in Project Management or relevant training / experience in programme implementation, monitoring and evaluation, communications, management and programme administration will be an advantage.

Work Experience

  • Minimum of 7 years or more (subject to educational requirements) of relevant experience related to humanitarian response and development in the field.
  • At least 3 years senior-level programme management experience, preferably with International Organisations, UN, International NGOs and/or donors.
  • Significant experience in monitoring and evaluation.
  • Solid experience in the implementation of donor-funded programs.
  • Strong verbal and written communication and interpersonal skills.
  • Participatory facilitation and workshop design knowledge and experience.
  • Experience in the design and management of external research and evaluation consultancies.
  • Experience and knowledge of working with national and local organisations.
  • Experience in the usage of computers and in office software packages (MS Office 2010 and/or newer versions) required.
Languages
  • Fluency in English is essential (must be able to effectively communicate in both oral and written form). 
  • Knowledge of the local language and/or another UN language is an asset.
