Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

 The Protection Needs Assessor (PNA) will be based in Syria (Darkoush) and will be responsible for conducting protection monitoring to identify protection concerns and respond through internal and external referrals, collecting quantitative and qualitative data, and camps profiling. Primary responsibilities will include daily data collection in the field and weekly reporting.The PNA will liaise regularly with the IRC Women protection and empowerment and child protection teams as well as with other IRC sectors for information sharing and referrals for services. The PNA will also coordinate with other service providers in the field to conduct and receive referrals. The PNA will coordinate with the camp managers and local authorities to make sure protection principles and best practices are applied when services are provided to IDPs and other vulnerable groups in the field.

This position will report to the Protection Officer and will receive additional technical support from the Protection Manager.

Major Responsibilities:

1.Visit camps, villages and quarters with other PNAs, forming a mobile team to meet with community representatives and IDP families to conduct community and household level interviews to identify protection risks and concerns, and to verify camps status.

2.Offer general information and support to the IDPs and make referrals to other sectors of the IRC or to other service providers and follow up with the conducted referrals to ensure an action is taken and the results are communicated to the relevant beneficiary.

3.Keep records of the vulnerable individuals including women and the direct action taken to assist them.

4.Take time to listen to the women’s concerns and find ways to assist them where possible and through referrals depending on the type of need (gender sensitivity will be considered for this task).

5.Encourage and facilitate informal groups of IDP/IDP returnee (with focus on women) to meet, discuss issues and make support networks.

6.Make connections with organizations offering services for women and publicize these to the relevant people in need in the target areas.

7.Fill in protection monitoring, progress report and referral tools and submit them to the information management unit and direct supervisor on regular basis.

8.In coordination with the Protection capacity building senior officer, gather information to develop service mapping in the target areas.

9.Act as a focal point on women’s and children’s issues.

المسؤوليات الرئيسية:

1. زيارة المخيمات والقرى والأحياء مع مقيمي احتياجات الحماية الأخرين ، وتشكيل فريق متنقل للاجتماع مع ممثلي المجتمع وعائلات النازحين لإجراء مقابلات على مستوى المجتمع والأسرة لتحديد مخاطر الحماية والمخاوف ، والتحقق من حالة المخيمات.

2. تقديم المعلومات العامة والدعم إلى الأشخاص النازحين داخليا وإجراء الإحالات إلى قطاعات أخرى من لجنة الانقاذ الدولية أو غيرهم من مقدمي الخدمات ومتابعة الإحالات التي أجريت لضمان اتخاذ إجراء وإبلاغ النتائج إلى المستفيد المعني.

3. الاحتفاظ بسجلات الأفراد الضعفاء بما في ذلك النساء والإجراءات المباشرة المتخذة لمساعدتهم.

4- اخذ الوقت للاستماع إلى شواغل المرأة وإيجاد طرق لمساعدتها حيثما كان ذلك ممكناً ومن خلال الإحالات اعتماداً على نوع الحاجة (سيتم النظر في مراعاة نوع الجنس لهذه المهمة).

5. تشجيع وتيسير المجموعات غير الرسمية من العائدين من النازحين داخلياً / المشردين داخلياً (مع التركيز على النساء) للالتقاء ومناقشة القضايا وإقامة شبكات الدعم.

6. إجراء اتصالات مع المنظمات التي تقدم خدمات للنساء ونشرها على الأشخاص المعنيين ذوي الصلة في المناطق المستهدفة.

7. ملء مراقبة الحماية والتقرير المرحلي وأدوات الإحالة وإرسالها إلى وحدة إدارة المعلومات والمشرف المباشر على أساس منتظم.

Work Experience: At least one year experience in NGOs, social work.

Demonstrated Skills and Competencies:

1. Good knowledge in human rights including gender equality.
2. Good communication skills including ability to gain trust and build relationships with new communities.
3. Basic computer skills including Microsoft Word.
4. Experience in regular report writing.

Language Skills:High standard of spoken and written Arabic, English is preferable.

Certificates or Licenses: bachelor degree from recognized university, training certificates

Working Environment: The work mainly field-based, the PNA spends most of time in the field visiting IDPs at their homes for protection monitoring purposes, with the possibility to change location according to needs on the ground. One day per week, the PNA will stay in the office and focus on reporting about field activities.
