Background

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The monitoring Officer will be based in Syria, (Afes, Idleb) and will be responsible for overseeing the implementation of the protection monitoring programme with the support of the Sr.Protection Monitoring Officer and in Syria. The PMO will supervise and coordinate the work of the field based Protection Needs Assessors to ensure quality implementation of household and community assessments, information dissemination and internal and external referrals. The PMO will work closely with Jorden based Information management team to ensure the questions related to information collected and shared by PNAs are addressed and followed up on for accurate and comprehensive reporting. The PMO will liaise regularly with other IRC program teams in the field to ensure that information collected in the protection monitoring is acted upon. This position will report to the Sr.Protection Monitoring Officer and will receive additional technical support from IRCs protection Manager.

Major Responsibilities:

Management

• Manage, supervise and develop PNAs based in Afes officeinside Syria with a strong focus on building capacity a of staff and improving their learning around protection monitoring
• Ensure learning is shared across all teams of new PNAs, including generalorientation, and mentoring
• Maintain open and professional relations with team members, promoting team spirit andoverall guidance so that PNAs successfully complete their activities and staff training and development activities

Quality Program Implementation

• Ensure the data security protocols are in place and followed by all PNAs in to ensure that sensitive and identifyinginformation is not shared and that procedures are understood for dealing with security breaches or confiscation of protection monitoring equipment
• Support PNAs when referring cases to service providers. Conducting spot checks to ensure referrals are responded to in a timely manner.
• Accompany the field teams where possible to ensure protection monitoring activities are done in accordance to best practice.
• Roll out and ensure regular pre and post tests are conducted for all partner trainings,
• Contribute to the design and implementation of assessments and evaluations to determine programme impact

Monitoring and Reporting

• Submit weekly reports to Sr.Protection Monitoring Officer on the work of the PNA’s identifying successes and challenges
• Engage closely with the information officer and reporting officer to ensure the quality of data entered into the household and community level form is sufficiently detailed and accurate. Support in the verification of data as required.

غالبا ما توصف الأزمة السورية بأنها أسوأ كارثة إنسانية منذ نهاية الحرب الباردة. حيث يوجد 7.6 مليون نازح داخليا في سوريا، و 12.2 مليون في حاجة إلى مساعدات إنسانية، 4.8 مليون في المناطق التي يصعب الوصول إليها. هناك 3.8 مليون لاجئ سوري في الدول المجاورة. ومن المؤسف أن هذه الازمة ليست قصيرة الاجل. حيث إن النتائج البشرية المدمرة على أعداد هائلة من الناس ستستمر لعقود و تدمير العلاقات والمجتمعات وسبل العيش والمنازل والبنى التحتية سيستغرق سنوات لإصلاحها.

تنفذ المنظمة برامج في سوريا والدول المجاورة (تركيا والعراق ولبنان والأردن) في مجالات الصحة وحماية الطفل والتعليم وحماية المرأة وتمكينها والمواد غير الغذائية وتوزيع الأغذية والمساعدات النقدية والمياه والصرف الصحي وبرامج كسب العيش. إن عملنا في هذه الأوضاع الصعبة يثير بعض القضايا الأكثر إلحاحا التي تواجه العمل الإنساني المعاصر، بما في ذلك مسائل الوصول والأمن والتمويل والتنسيق.

نظرة عامة على الوظيفة / ملخص:

سوف يكون مكان العمل لمشرف مراقبة الحماية في سوريا -(افس، إدلب)، وسيكون مسؤولا عن الإشراف على تنفيذ برنامج رصد الحماية بدعم من المسؤول الاعلى لمشرفي الحماية في سوريا. وسيتولى مشرف مراقبة الحماية الاشراف على عمل مقيمي الاحتياجات الإنسانية في مجال حماية الاحتياجات في الميدان، وتنسيق أعمالهم لضمان جودة تنفيذ التقييمات الأسرية والمجتمعية ونشر المعلومات والإحالات الداخلية والخارجية. وسيعمل المشرف بشكل وثيق مع فريق إدارة المعلومات في الأردن لضمان معالجة الأسئلة المتعلقة بالمعلومات التي تجمعها فرق مقيمي الاحتياجات الإنسانية و تشاركها ومتابعتها من أجل إعداد تقارير دقيقة وشاملة. وسيقوم المشرف بالاتصال بانتظام مع فرق أخرى تابعة لمنظمة IRC في الميدان لضمان التعامل في المعلومات التي يتم جمعها في رصد الحماية. وسيقدم تقريرا إلى المسؤول الاعلى لمشرفي الحماية وسيتلقى دعما تقنيا إضافيا من مدير الحماية.

إدارية :

• إدارة جميع مقيميي الاحتياجات الإنسانية الحماية داخل سوريا في مكتب افس والإشراف عليهم وتطويرهم مع التركيز بقوة على بناء قدرات الموظفين وتحسين تعلمهم حول رصد الحماية

• ضمان التعلم لمقيمي الاحتياجات الإنسانية الجدد، بما في ذلك التوجه العام، والتوجيه

• الحفاظ على علاقات مفتوحة ومهنية مع أعضاء الفريق، وتعزيز روح الفريق والتوجيه العام حتى يتمكن مقيمي الاحتياجات الإنسانية من استكمال أنشطتهم وتدريب الموظفين وتتطويرهم.

تنفيذ برنامج الجودة

·ضمان وجود بروتوکولات أمن البیانات ويتبعھا جمیع مقيمي الحماية لضمان عدم مشارکة المعلومات الحساسة والتعرف علیھا، وتفھم الإجراءات للتعامل مع الانتھاکات الأمنیة أو مصادرة أدوات رصد الحمایة

·دعم فرق مقيمي الحماية عند إحالة الحالات إلى مقدمي الخدمات. إجراء فحوص مفاجئة لضمان الاستجابة إلى الإحالات في الوقت المناسب.

·مرافقة الفرق المیدانیة حیثما أمکن لضمان تنفیذ أنشطة رصد الحمایة وفقا لأفضل الممارسات.

·طرح وضمان إجراء اختبارات قبلية و بعدية في جميع تدريبات الشركاء.

·المساهمة في تصميم وتنفيذ التقييمات لتحديد أثر البرنامج

الرصد و إرسال التقارير

·تقديم تقارير أسبوعية إلى المسؤول الاعلى لمشرفي الحماية حول العمل متضمنا النجاحات والتحديات التي يواجهها مقيمي الاحتياجات الإنسانية

·العمل عن كثب مع مسؤول المعلومات وموظف إعداد التقارير لضمان جودة البيانات المدخلة على مستوى الأسرة والمجتمع المحلي على نحو كاف ودقيق. دعم في التحقق من البيانات كما هو مطلوب.

• Minimum two years’ experience working in related program support capacity;
• Previous experience working with an NGO or INGO required, experience with programming preferred;
• Strong management and supervisor skills
• Demonstrated organizational, management and reporting skills;
• Ability to work well both within a team and independently;
• Strong communication skills; Demonstrated ability to liaise with partner organizations
• Ability to work under pressure with competing priorities and deadlines;
• Strong problem solving skills with ability to be flexible, adaptable, and creative in a challenging and fast-moving multicultural environment;
• Excellent computer skills: MS Word, Excel and Outlook;
• Fluency in Arabic and English required, both spoken and written required.

Working Environment: position is based in Syria with regular travel to the field as required.
