ABOUT WFP

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In 2019, WFP’s South Sudan aims at providing assistance to over 5 million food insecure people across the Country.

Specifically, WFP is seeking leaders and managers: people who can demonstrate that they possess the right mix of qualifications, skills and experience to drive WFP programmes to a higher level of effectiveness with consideration to the populations we serve.

STANDARD MINIMUM QUALIFICATIONS

Education: At least a first level university degree (undergraduate) in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field.
Language: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

The January 2019 Integrated Phase Classification (IPC) indicates that 6.17 million people in South Sudan are facing severe acute food insecurity, with the situation projected to worsen to include 6.87 million people by the peak of the lean season between May-July 2019. An estimated 860,000 children under 5 years are projected to be acutely malnourished during 2019. Against these alarming projections, WFP’s 15 Field Offices (Aweil FO inclusive) are on the frontline of facilitating the provision of the much needed assistance to the ever growing number of food and nutrition insecure communities across the Country.

Located in the Malakal field office, the Programme Policy Officer will report to the Head of Programme or his/her designate, receiving guidance and regular feedback on work performed. The incumbent is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis.

JOB PURPOSE

The incumbent is expected lead the FO’s vulnerability assessment and mapping (VAM) and monitoring activities so that objectives of the project are fully realized.

KEY ACCOUNTABILITIES (not all-inclusive)

Actively participate in WFP’s vulnerability analysis and mapping (VAM) and monitoring and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.

Provide daily management to the FO VAM and monitoring team, and oversee and/or review the work of other other VAM and monitoring staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

Support the implementation of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making.

Ensure that the FO has the necessary data gathering and monitoring systems in place to provide regular monitoring data meeting rigorous quality standards.

Liaise with partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.

Support field office management in addressing recommendations from monitoring to ensure that follow-up actions are taken as required.

Support the capacity building of WFP staff, partners and government counterparts to conduct vulnerability analysis to effectively inform preparedness and response activities, and to effectively monitor project activities.

Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.

Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

Successful applicant must be willing to be based in Malakal field office with extensive deep field travel.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Possess skills in the following technical areas:

Assessing Vulnerability: excellent analytical skills on qualitative as well as quantitative analysis, survey design, preparation of concise and quality reports.  In addition, technical capacity on lading assessments including market assessments and rapid assessments in various field locations is essential.  A sound knowledge of Integrated Food Security Phase Classification (IPC) analysis and Food Security and Nutrition Monitoring System (FSNMS) in South Sudan is highly desirable.

Monitoring: sample populations in a representative manner; understand the differences between outcome and output; design questionnaires that will measure indicators for outcome and output; understand common signs of data manipulation, data cleaning measures; should be skilled in interview techniques, including focus group discussions and in-depth household interviews.
