Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

We are seeking a qualified individual for the position of Senior Communications Associate, SC7 to be based in Mbarara. Selected candidates will be employed on Service Contract

ORGANIZATIONAL CONTEXT

WFP in Uganda is working to transform Communications from a support function to a core function for Zero Hunger in Uganda. The function will play an integral role in the achievement of the CSP’s programmatic outcomes while helping to strategically position WFP in the country and driving internal and external advocacy for the Goals. A Communications and Advocacy Plan (2018-2020) has been developed to operationalize the new approach. It has three interconnected workstreams: Internal Communication & Engagement, Communication for Development and External Communication.

  1. Internal Communication & Engagement: This workstream addresses key concerns arising from the Global Staff Survey 2018 through a campaign approach, seeking to understand internal audiences and building confidence in the tools, resources and platforms. The stream also focuses on ensuring staff understand the CSP and can champion it in their line of duty and social networks.
  2. Communication for Development (C4D): WFP will apply an integrated approach to trigger the participation, ownership, increased accountability and buy-in among the communities that WFP serves, its partners and the Government. WFP will introduce this workstream gradually.
  3. External Communication: WFP will seek to maintain, even enhance, positive perceptions of WFP while working to put Zero Hunger on the public agenda. In addition, WFP will strengthen public and private support for SDG 2, complementing the advocacy efforts under C4D

The Field Office has therefore found it best to recruit an individual to Design, Manage, and Facilitate the implementation of C4D/community engagement plans in the southwest region in alignment with WFP’s Communications and Advocacy Plan (2018-2020). Additionally, undertake roles for internal and external communications and engagement

JOB PURPOSE

 The incumbent is expected  to Design, Manage, and Facilitate the implementation of C4D/community engagement plans in the southwest region in alignment with WFP’s Communications and Advocacy Plan (2018-2020). Additionally, undertake roles for internal and external communications and engagement

KEY ACCOUNTABILITIES (not all-inclusive)

  1. coordinate and facilitate stakeholder mapping exercises
  2. develop and enhance strong partnerships with refugees and host community groups, leaders, local governments and other partners for strong buy-in, participation and ownership around WFP’s food assistance, including social and behavioral changes for Zero Hunger
  3. oversee implementation of activities for enhanced Accountability to Affected Populations including WFP’s toll-free helpline
  4. coordinate gathering of voices for influencing, policy advocacy and storytelling among refugees and host communities
  5. support dissemination and advocacy around research findings and policy statements through strategic engagements and events
  6. work with field teams and partners to develop, pre-test and roll out IEC/behavioral change materials (such as instructional videos, radio packages, posters and flyer) for awareness-creation and education.
  7. coordinate campaigns and other public outreaches and the design, development and roll out of related materials
  8. develop manuals and staff guidelines for C4D.
  9. work with the field teams to form structures, train staff and community members to facilitate C4D.
  10. work with local media partners to promote Zero Hunger agenda, targeting policy makers through strategic and cost-effective approaches
  11. generate content and design packages for internal communication
  12. mobilize staff around WFP’s new Communication Plan
  13. support generation of stories and visuals for WFP’s external communication sites
  14. oversee implementation with SOP for WFP and donor branding and profile raising
  15. take on other duties for Transformation of Communications.

STANDARD MINIMUM QUALIFICATIONS

Education, Knowledge, Technical skills and Experience:

  • Minimum, Bachelor’s degree in Communications, Development Studies, Social Work, Community Mobilization or related studies
  • At least three years’ experience working with local governments among refugees and host populations around C4D
  • Work experience with non-governmental organizations affiliated with WFP or its sister UN agencies
  • Understanding of transformational development and dynamics around refugees and host populations
  • Experience with stills photography, video production and storytelling
  • Experience with working successfully in cross-cultural teams
  • Ability to clearly communicate complex ideas and principles and to tailor messages to varying audiences
  • High level of cross-cultural interpersonal skills, personal maturity and proven ability to influence multiple stakeholders
  • Language:
  • Proficiency in English language (oral and written)
  • Knowledge of French, Kiswahili, Kinyarwanda, Kirundi or southwestern local languages is highly desirable
