OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations

DESCRIPTION OF DUTIES

The incumbent will perform the following duties\:1. Secure information from a broad range of health sectors, evaluate, analyze and interpret the data and advise on necessary actions.2. Assess and periodically review health threats from epidemic diseases and periodically conduct public health risk analysis for health threats and develop a public health risk profile for epidemic and other potential health threats3. Develop, assess and improve public health surveillance systems and registries in coordination with the concerned teams.4. Develop different situational reports relevant to the health of displaced people or other population groups affected by crisis in addition to comprehensive qualitative and quantitative periodic reports per WHO indicators on activities in public health facilities.5. Conduct technical reviews on programme plans, proposals and other documents relevant to the programme in coordination and alignment with national plans developed at Country office level.6. Provide technical guidance for prevention and control of disease outbreaks during and after emergency situations.7. Manage capacity building initiatives for respective target audiences; Design comprehensive plans and conduct trainings for health personnel in the camps and in health facilities located in the host communities.8. Conduct weekly coordination meetings with all relevant partners and project staff; produce, circulate and track minutes and related decisions and develop detailed “lessons learned” reports documenting achievements and obstacles to implementation.9. Recommend coordination, mechanisms and improvements to current and future field operations in the area of work.10. Proactively participate in the development of project proposals to mobilize resources.11. Establish, convene and coordinate the health sector sub-national working group in alignment with the health sector structure in the country office on a regular basis.12. Serve as the Team Lead for sub-office and coordinate the sub-office technical and administrative tasks as specified within the HWCO's delegation of authority to the sub office.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in Medicine or Public Health.
Desirable\: Master's Degree in Public Health

Experience

Essential\: At least 5 years of experience in public health and health sector coordination. Experience in capacity building.
Desirable\: Knowledge of WHO mandate and goals or experience in UN Organizations, NGOs is considered an asset. Project management / Results-based Management (RBM) is an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 50,981 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
