OBJECTIVES OF THE PROGRAMME

To provide support to the African Region in the conceptualisation, development, implementation and reporting of result-based and integrated programme management systems. The PBM Unit leads the regional process for the development of the programme budget and associated work plans; guides and supports all offices in efficient activity and budget implementation; facilitates the Programme Budget allocations; supports performance monitoring and assessment within WHO global review processes; and leads or contributes to programmatic and thematic evaluations at the regional, inter-country and country level.

DESCRIPTION OF DUTIES

--> Lead and facilitate the preparation of the regional Programme Budget with focus on the costing of Results;--> Oversee the preparation of the distribution of Budget Allocations to Budget Centres, making timely adjustments and alignments to support timely budget implementation;--> Lead the Budget team to provide effective, efficient and flexible budget management advice and services which enable successful programme implementation. This role includes distribution of responsibilities among the team, mentoring and capacity building and performance management.--> Oversee and coordinate the development of new SOPs and guidelines for budgetary management; design innovative approaches and work procedures adapted to the context of efficient programme management in the African Region.--> Direct the management of the regional budget in the General Ledger; --> Perform periodic budget analysis and produce relevant reports to support management decisions in ensuring adequate budget space allocations to the region and budget centers at all times;--> Keep abreast of WHO budgeting policies and procedures and ensure compliance and adaptation as may be deemed necessary; and--> Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree, (Masters level or above), in accountancy, business administration, management, financial management or budgeting.
Desirable\: Accounting or financial management qualification/certification (Certified Accountant CA, Certified Public Accountant CPA, ACCA, CIMA, CPFA, etc.).

Experience

Essential\: At least seven (7) years of progressively responsible professional experience in planning, budgeting, financial implementation and reporting processes; including five (5) yearsin an international organization.Demonstrated experience in accounting and consolidation of financial reports using ERP systems or similar packages.
Desirable\: Working experience with WHO or similar UN Agency in planning, budgeting, financial implementation and reporting.

Good management, leadership, communications and interpersonal skills. Proven ability to resolve difficult situations, respond positively to change, identify client's needs and propose alternative workable solutions. Excellent analytical skills. Demonstrated ability to prepare and explain budget reports to non-financial managers. Strong organizational skills, as well as capacity to lead dialogue and negotiations. Sound knowledge of management principles, practices and techniques of programme management including strategic and operational planning, and programme assessment. Able to work in an international and multicultural environment with staff at various levels.

Essential\: Expert knowledge of English. Beginners knowledge of French.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3226 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
