Associate Programme Officer - Tunis

The Institute for Democracy and Electoral Assistance (International IDEA) has been providing support to Tunisia’s constitutional process since 2011. Since the 2014 constitution entered into force, International IDEA has been focusing much of its efforts to assist Tunisia’s state institutions, legal profession and civil society to implement Article 49, and in particular to bring their practices into line with the principle of proportionality, which is provided for under Article 49.  Starting in March 2019, International IDEA will be intensifying its efforts in that regard, in particular by implementing a two year project (the “Project”) that is specifically dedicated to promoting a deeper awareness of how the 2014 Constitution in general and Article 49 in particular change the framework for the protection of fundamental rights.

In order to achieve that aim, International IDEA is seeking to recruit an Associate Programme Officer who will support the implementation of all of the Project’s activities.  The Associate Programme Officer will be expected to support the Project’s substantive, logistical and administrative aspects. 

The Associate Programme Officer (APO) will assist in the implementation of all the activities related to a two-year project on Article 49 of the Tunisian Constitution. The APO will participate in the project’s substantive aspects and will coordinate with colleagues on the administrative and logistical arrangements related to the implementation of project activities. The APO will be comfortable working in a team of professionals, will be self-motivated, will have strong organisational skills and will have a strong interest in Tunisia’s framework for the protection of fundamental rights.  

Duties and Responsibilities

  • Provides assistance in developing and updating a detailed work plan for all activities that are to be implemented during the Project; Ensures that activities are implemented in accordance with the workplan;
  • Contributes to the development of concept notes, to support the production of written materials in the context of the Project, as requested;
  • Coordinates with national and international experts contributing to all aspects of the project;   
  • Coordinates with national authorities in relation to all of the activities that are due to take place during the project (this includes amongst others, the parliament, relevant parliamentary committees, the judicial council, the President of the Administrative Courts, The Ministry of Justice, The Ministry of Interior);  
  • Coordinates with the logistics team to ensure the project’s logistical aspects are completed in accordance with the workplan and in accordance with International IDEA’s rules and donor regulations;
  • Assists the Senior Programme Officer to ensure that the project complies with the Financial Plan and is implemented in accordance with International IDEA’s rules and procedures;
  • Supports the drafting of progress reports as well as the final report at the end of the implementation period;
  • Contributes to periodic and ad hoc internal reports within the AWA Region;
  • Assists in drafting responses for internal and/or external audit on the project as requested.

General Profile

  • Requires good knowledge and interest in Tunisia’s framework for the protection of human rights;
  • Will contribute to assigned projects in different aspects of the project life cycle, more specifically will conduct research and analysis, will draft various documents (articles, concept notes, agreements, etc.) and will support the projects vis-à-vis all internal and external stakeholders;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute as required;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and diversity perspective in all activities.

Reporting Line

  • Programme Manager, Tunis.

  • Has good knowledge in own discipline and some understanding of related disciplines to be able to approach programmatic issues in a holistic manner.

  • Integrates a results-based approach into the design, management and evaluation of all his/her programmatic activities;
  • Has a good understanding of the key geographical zone where his/her work is implemented – which may imply field/international experience at some point;
  • Contributes to the research of information on donors and partners, and all other activities related to resource mobilization and partnership building;
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management.

  • Is capable of proceeding with the highest amount of sensitivity, particularly with national authorities, including judiciary authorities;  
  • Excellent knowledge in written and oral English and Arabic is required; Knowledge of French would be an asset.

Education and Experience

  • University degree in Law, Political Science, Public Administration, Business Management, or a related field;
  • A minimum of three (3) years of professional experience working in projects in the fields of democracy and governance, human rights law, or in a related field. 
  • Experience of implementing projects on constitution building or judicial reform will be considered a strong advantage;
  • Experience working with local civil society organizations and/or international organizations is desirable;
  • Computers skills, including strong command of Microsoft Office package (including MS Work, Excel and PowerPoint). 

Terms of Contract

  • Local Post. Two (2) year fixed-term appointment.
  • Salary € 987 GROSS per month.

Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Tunisia.
