TERMS OF REFERENCE
 
 
Location: Sheikhpura (Bihar) – Mission Parivar Vikas & Aspirational District
Coverage: 6 Blocks (54 Gram Panchayats)
Duration: June 2019 – March 2021

I. OBJECTIVE
The primary objective of the above project is to test/pilot sustainable/replicable strategies that help facilitate and institutionalise the Reproductive Rights of Young Dalit women through strengthening of system(s) to respond to their rights (a) effectively, (b) rationally and (c) quickly.
 
II. CONTEXT
10.6 million Dalits or the Scheduled Castes (SC) of Bihar is proportionate to approximately 16% of the State’s population. Roughly 40% of the Dalit population comprises of adolescents and young people, which are an important asset for the state in its massive drive for economic growth and development. The narrative of Dalits is one of gross-discrimination, exploitation and exclusion, which has a phenomenal impact on its vast young population.
 
Dalits have significantly higher SRH indicators against the state average. Most important indicators are TFR (3.8), Decadal Growth (28%) and HH size (5.4). With significant Dalit adolescents being married below 18 years, the fertility period is rather elongated, and with little Rights and Choices, young Dalit women have multiple births making them an easy target for State’s (in) famous mass sterilisation drives. The Supreme Court judgement of 2016 has in fact alluded to this fact.
 
There is therefore, a growing need to advance and institutionalise the Sexual and Reproductive Rights of Young Dalit, and strengthen institutional systems to acknowledge and respond to their rights sensitively.
 
III. SHEIKHPURA DISTRICT
Sheikhpura is a relatively smaller district in Bihar and is a Mission Parivar Vikas (MPV) District. Against the State average of 16%, Sheikhpura has a Dalit Population of 21% thereby qualifying it a site for the pilot work. 52% of girls in the district are married before the age of 18 years and 14% are mothers in their teenage as reported in NFHS-IV. Total Unmet Need is 20, and only 32% currently married women use any Family Planning method. With female sterilisation as high as 28%, the basket of reproductive choices are tilted only on sterilisation with 1 % use of Reversible method like condoms and pills.
 
IV. SCOPE OF WORK
Within the context of the background and objective of the assignment (above), the scope of work for the selected Implementing Partner may entail the following three strategies with an overarching aim to diversify, integrate and strengthen institutional systems to advance and mainstream the Sexual and Reproductive Rights of Young Dalits
  1. Generate Demand through increased Knowledge and Awareness on SRHR
  2. Diversify Supply Systems to cater to increased Demand
  3. Strengthen Systems for diversified, effective and rational supply through inter-sectoral convergence
V. METHODOLOGY (SUGGESTIVE)
1)Strategy -1 Generating Demand through increased Knowledge and Awareness
 
a)Developing Knowledge & Awareness Material
Easy to use and understand Knowledge and Awareness material will be generated contextualised to the needs of Dalit women on (1) Reproductive Rights and Choices, (b) Basket of Choices, (c) Use & Side effects and (d) How and where to get them. These materials will be used to sensitise large number of women leveraging existing platforms
  • 58,883 women under 4959 SHGs under Bihar Rural Livelihood Project (BRLP) or Jeevika program. It has a huge network of SHG (Women) saturating each village in Bihar. This huge network has remained untapped for advancing the rights of women, especially Reproductive Rights of Dalit Women.
  • Women in Saas-Bahu Sammelan as envisaged under the MPV program.
  • Dalit Women Chaupal as envisaged under Mahadalit Vikas Mission program
b)Training and Capacity Building
43 Training batches will be formed to train 1316 FLW from different departments
  • 370 Community Mobilisers under Jeevika program who are responsible for training of SHG members on different social issues
  • 314 ASHA
  • 53 Vikas Mitras
  • 579 Anganwadi Workers
A joint Training batch will be formed from all these FLW from different departments so as to ensuring uniform understanding and clarity on roles and responsibilities.
 
c)Engaging with Men and Boys on the need to support and advance the SRH Rights of Young Dalit girls/women. This can be done by creating networks of males, and/or key community leaders, and/or leveraging existing platform/networks of males.
 
2)Strategy -2 Diversifying Supply Systems to cater to increased Demand
With the saturation of all existing groups of women under all government Departments, it is expected that the levels of knowledge and awareness on Sexual and Reproductive Rights of Dalit women will be increased, resulting in an increased demand for supplies and services. The existing supply system dependent on ASHA will be unable to cater to the increased demand effectively, rationally and effectively. It is in this context, that the above trained FLWs (CMs, VMs, AWW, ASHA) will have to pitch in to cater to these demand for supplies and services. Following activities are planned
 
a)Capacity Strengthening on Mission Parivar Vikas
 
Mission Parivas Vikas, a National program for high TFR Districts (Including the proposed project District) comes with a gamut of focussed activities. These includes, roll out of injectable contraceptive, FPLMIS, Condom Boxes, Nayi Pahel Kit, Saas Bahu Sammelan among others.
 
Under the proposed project intervention, supplementary training and capacity building program will be organised for FLWS for a convergent actions on MPV focussed activities. The following will be undertaken:
  • Refreshers of ASHA and ANMs on FPLMIS to prevent Contraceptive Stock Outs
  • Guidelines and SoPs on Saas Bahu Sammelan for effective organisation with all FLWs
  • Capacity Strengthening on Counselling on Injectable Ever since the roll out of injectable contraceptives in Bihar, the first dose users have phenomenally increased implying popularity of the method. However, concerning is the fact that the drop out from first to second dose is also phenomenally high. The concern is that the FLWs have not been able to counsel the users in the side effects and thereby the need to improve the counselling needs.
b)Test and Adopt technological innovation to facilitate/strengthen supply
It is proposed that based on the assessment, and the feasibility of initiating technological interface that can facilitate/harness and/or strengthen the supply side of contraceptives, a technological innovation can be piloted. However its feasibility may have to be ascertained before. Such technological innovation may (a) minimises human interface, (b) optimise time, and (c) provides a choice to seek supply.
 
c)Innovation - 2 (Beautician as Entrepreneurs)
Marriage is a celebration in India where brides seeks the services of beauticians irrespective of caste and class. The field research shows that commercial beautician, which are available only at urban centres charge Rs 2000 for bridal makeup, while a locally available beautician charges Rs. 1000.
 
The intimate contact between a beautician and a prospective bride just on the day of marriage is extremely crucial. It is a time when a bride can be explained about Reproductive Rights and Choices, methods available, their use and can also supply stocks. This can include free supply of nayi Pahel kit under MPV, and also supplies from local pharmacist on a commission.
 
Jeevika will train and provide capital for Beautician training and Kits. Further linkages with commercial entities like VLCC and Johnson’s will also be explored to further incentivise the beautician and the user.
 
d)Innovation - 3 (Menstruation Hygiene Management)
Bihar does not have free supply program of sanitary Napkins under any of its program. What is does have is cash transfer scheme for sanitary napkins for school going girls. However, the poverty and gender dynamics restrict the girls from procuring sanitary napkins under the cash transfer pogram.
 
The strong presence of Jeevika SHGs provides an opportunity to strengthen the MHM program. Under the project, under Mudra Loan and/or Jeevika Rotating Capital, Village organisations will set up packaging and supply units of sanitary napkins. The value chain analysis of sanitary napkin production program reveals that economically it is more viable to package/re-package the sanitary napkins than to undertake production.
 
The Village Organisations will package/re-package the sanitary napkins and supply and sell it with a margin.
 
The entire capital and training cost will come from Jeevika, The role of UNFPA would be to ensure working and supply systems.
 
3)Strategy -3 Strengthening Systems for a convergent approach
Sheikhpura being the aspirational as well as Mission Parivar District offers numerous opportunities for strengthening institutional systems for convergent delivery of supplies and services. The entire approach of this project is to manage the services from a beneficiary perspective who has little do with different department but is concerned more about services. The following will be undertaken as part of systems strengthening
  1. Guidelines and protocols for Reaching out to Marginalised sections (Dalit) from a Reproductive Rights Perspective
  2. Guidelines and protocols for enabling and implementing a convergent delivery model
  3. Localised common MIS system at Gram Panchayat level for effective coordination and accountability

The outputs envisaged from this pilot are at three levels

  2. Increase in Knowledge/abilities on FP Counselling/services from current level – 50%
  3. FLWs demonstrating integrated/convergent services – 75%
c)Advocacy/Policy level
  1. Policy Formulated on integrated approach for service deliver - Yes
  2. Guidelines/Policy on Reaching out to Dalit with Reproductive Rights - Yes
VII. SUSTAINABILITY/REPLICATION
The entire project is conceptualised and envisaged to work with institutional systems so that capacities enhanced and strengthened on mainstreaming Reproductive Rights of Dalits are easily replicated for sustainability. It is expected that the three innovations listed in the activities along with guidelines and protocols for reaching out Dalit will be examined by State Government, and will be scaled up in the entire MPV District, thereby making the intervention and its activities self sustainable.
 
VIII. BIDDING PROCESS
 
The following steps will be undertaken in the bidding process and selecting the winning agency:
  1. UNFPA will constitute the review panel for proposal responses. Evaluation criteria has been developed and included under the evaluation criteria.
  2. Upon receipt of agency proposals on or before the due date, review committee members will independently review the technical proposals and score all submissions. Scores by different committee members will be averaged out.
  3. The Financial Bid will be opened only for those bidders, where Technical Bids reach a minimum score of 70% (i.e. score of 49 and above).
  4. One agency will be selected based of the combined technical and financial score.
  5. The agencies are requested to submit the technical and financial bids separately sealed in one sealed envelope.

IX. Requirements for Bidding
 
1.1Technical Proposal
While submitting the Technical Proposal, the Applicant shall, in particular, ensure to attach the following:
  • Profile of the organization (1/2 page)
  • (Brief overview of the organization including year of establishment, main areas of expertise (thematic and sector), past client organizations (credentials), geographic scope of work and contact information of key focal point).
  • Relevant Experience (1 page)
  • (Summary of relevant experience (focussing on Dalit community, SRH, Bihar etc). This should include a list of the name of funding agency, nature of technical inputs provided by the Agency, funding amount, location and duration, initiatives undertaken, geographical coverage, sustainable partnerships and linkages developed at state and sub state levels with state and non state actors, main outcomes of similar interventions, if any, taken in the past and other information that is deemed necessary).
  • CVs of Team Members (attach separately)
  • (Curriculum Vitae of team members, specifically mentioning their technical expertise, from the Agency’s own organization or external resource persons who will be part of the team. (Note: These members should be available for the assignment.) The CVs shall contain an undertaking from the respective Key Personnel about his/her availability for the entire project duration;
  • Detailed note on the understanding on scope of work (2 pages)
  • Detailed conceptual framework with Log Frame
  • List of key activities proposed, including innovations (3 pages)
  • A detailed timeline outlining the specific activities and milestones to be undertaken.
X. Financial Proposal
Depending on the technical approach and the roadmap, the financial costs should be worked out and should be in line with the proposed studies. It is to be noted that this model project and have limited budget provisions. The RFP has laid out the technical details and agencies are requested to quote only genuine costs in their financial proposal.
 
XI. Evaluation Criteria
 
Evaluation criteria for selecting the winning agency will include both technical and cost categories consistent with the scope of work. The parameters of evaluation and the scores are as follow:

XIII. REQUIRED EXPERTISE
  • Established experience/expertise on issues of Dalits from Rights based perspective at policy as well as grass-root level
  • Experience on working at grass root level on FP/SRH and adolescent issues
  • Proven ability on advocacy with a successful track record.
  • Experience of working in partnership with government as well as large donor organisation.
  • Proven record of generating/leveraging funds from government
  • Ability to deliver required outputs and planned results in time bound manner
