Programme and Policy Analyst - EVAW

The Ending Violence against Women (EVAW) section is part of the Policy Division at UN Women Headquarters in New York.  The section is responsible for a number of functions including policy and technical advice to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and managing global level programmes

 

Reporting to the Policy Specialist for Institutional Change, the Programme and Policy Analyst contributes to the effective management of UN Women programmes in the EVAW Section by providing substantive inputs to programme design, formulation, implementation and evaluation as well as supporting the provision of technical guidance to field offices.  S/he supports and facilitates the role of UN Women at the global level to support delivery of UN Women programmes at the field level by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with the policy and programme team, other UN Women HQ staff, field offices, and other relevant stakeholders ensuring successful UN Women programme implementation under portfolio.

Provide technical and programme support\: 

  • Provide technical inputs to regional and country programmes for existing or new global programmes, country strategies and knowledge management;
  • Provide programmatic and operational support for the development and implementation of global programmes and related thematic initiatives.

Provide research and analysis support\: 

  • Conduct research and analysis of global, regional and national trends;
  • Provide technical inputs to the development of publications and knowledge products as requred;
  • Draft select written contributions and knowledge products for various purposes, i.e. case studies, short topical papers, briefings to leadership, speeches, and related products for wider dissemination;

Provide technical and coordination support for improved coordination of global programmes\: 

  • Liaise with UN Women colleagues and others, as relevant, to ensure coordination with interagency initiatives and programmes;
  • Participate in and/or represent the Section in internal and external committees, inter-agency task forces, and international technical and advocacy, as required.

Provide Knowledge management support\: 

  • Provide input to the effective planning and exchange of materials and knowledge products related Spotlight or other global programmes;
  • Contribute to the development and maintenance of a roster of gender experts who can develop/ provide technical support to UN Women offices, national partners, UNCT’s or other UN system entities in the EVAW programmes;
  • Draft knowledge products that meet UN Women needs and standards of quality;

Provide logistical and analytical support for the implementation of UN Women’s component of Spotlight and other Global Programmes\:

  • Organize meetings of the focal points, prepare reports and ensure adequate follow-up;
  • Ensure timely communication with and provision of necessary materials to members of the steering committee;
  • When needed manage communications with external collaborators, including consultants;  
  • Review and comment on the work of project teams and consultants to ensure that they are adequate for external dissemination;
  • Provide technical inputs to the preparation of concept notes, research and funding proposals; as well as to the elaboration of outlines, chapters, boxes, infographics and related material.

Provide support to monitoring and reporting on UN Women’s component of the Spotlight programme and other Global programmes\:

  • Provide support to the COs and ROs as needed to ensure bottlenecks are addressed on a timely manner;
  • Draft and maintain the project timeline and implementation schedule for deliverables supported from HQ, ensure that planning mechanisms are established to meet the deliverables for the programme; communicate and follow-up with all parties involved;
  • Provide operational support to the timely preparation of quality donor reports;
  • Prepare and review budgets and proposed activities of the different projects to ensure that they are consistent with the objectives of Spotlight Programme and are in compliance the agreed timelines.
  • Maintain and regularly update a calendar of events and activities that are relevant to the FPI’s implementation and advocacy opportunities;

Contribute to the broader work of UN Women as it relates to the FPIs and provide limited administration support to the Policy Specialist focal points, as needed\:

  • Oversee e-discussions and other cross-unit collaboration activities on the corporate workspace;
  • Brief the EVAW team on corporate knowledge management trainings, news and other developments as relevant; 
  • Provide limited administration support and perform other tasks as needed, as needed.
