The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million.

The Administration and Finance Department comprises the following Units: Human Resources, Medical Services, Finance and Budget, Procurement and Contracts Management, Infrastructure (including General Support Services and Dnipro Forward Logistics Base) and ICT Management.

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Tasks and Responsibilities    
     
   

Under the direct supervision of the Director of Administration and Finance (DAF), the Head, Human Resources Management provides general guidance and leadership in the management and co-ordination of HR within the Mission, including recruitment, learning and development, and human resources services, in co-operation with the Human Resources (HR) management team at the OSCE Secretariat. The incumbent manages and directs the work of the Human Resources Unit and is responsible for the overall management and development of the workforce of SMM as the Mission's principal leader on talent management, including from a diversity perspective, and other human resources matters. She/he will have to travel within Ukraine occasionally to visit different SMM locations to enhance and support the development of mission-wide HR practices.

More specifically, the incumbent is responsible for:

  1. Identifying the human resources requirements of the Mission and maintaining an effective and efficient human resource function (recruitment, learning and development, workforce planning, personnel administration) in co-operation with the Department of Human Resources at the OSCE Secretariat; 
  2. Ensuring that human resources management concepts and internal control procedures are in place; 
  3. Leading the activities of the HR Unit which includes overseeing the development, implementation and day-to-day execution of OSCE Staff Regulations and Staff Rules and operating policies related to the recruitment of staff, to staffing and classification of posts and to learning and development;
  4. Overseeing development of the Mission's recruitment strategies and plans and ensuring timely recruitment for all post categories (international seconded and contracted, and national professional and general service posts) as well as short term staff and consultants;
  5. Providing advice to organizational units on organizational structure, job design, reporting relationships and workload distribution;
  6. Supporting managerial performance throughout the Mission by ensuring availability of advice to Management on all levels about staff management practices and by providing guidance on specific staff management issues or problems;
  7. Fostering a positive and inclusive working environment and a diverse and inclusive workforce and raising awareness and accountability for managers in this regard;
  8. Leading the contribution of HR under the SMM Gender Equality Action Plan;
  9. Providing advice and counselling to staff in respect of their rights, responsibilities, code of conduct, and supporting to enhance the positive professional working environment; 
  10. Conducting and co-ordinating staff surveys to assess the working environment and staff welfare and proposing appropriate programmes and follow-up actions;
  11. Monitoring, advising and acting on disciplinary matters in accordance with established policies and procedures and ensuring early prevention by mediation or advice for grievance and harassment cases, where possible;
  12. Providing guidance on the application of classification policies and procedures and undertaking staffing review and workforce planning of the whole Mission;
  13. Supporting the Director of Administration and Finance in all aspects of human resources management;
  14. Representing the Mission in the work of local inter-agency bodies and with the seconding agencies of participating States;
  15. Performing other related duties as required.

Necessary Qualifications    
     
   
  • Second-level university degree in HR management, business administration or related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of ten years of progressively responsible professional experience in the area of HR and a minimum of four years' experience as a senior manager in this area;
  • Experience in an international organization, preferably partly in a mission environment;
  • Thorough understanding and practical experience of HR concepts, instruments, practices, as well as organizational and general management concepts;
  • Knowledgeable in the area of development of teams, and of inclusion and diversity, including practical experience;
  • Experience as a senior manager in organization-wide staff planning processes; 
  • Leadership to foster motivation, interest, involvement and team work on the part of staff; 
  • Ability to plan the work and to manage diverse HR organizational units;
  • Ability to effectively communicate and advise managers and non-HR experts on complex staff related situations;
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Effective interpersonal skills, able to influence effectively and build partnerships and consensus, in teams and with stakeholders; 
  • Professional fluency in the English language, including oral and written communication skills;
  • Experience in drafting and implementing personal development concepts and organizational development projects would be an asset;
  • Proficiency in the Windows applications including word processing and email, as well as knowledge of ERP systems.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 7,259 to which is added Board and Lodging Allowance of about EUR 3,750 per month (EUR 125 per day, subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
