The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




NRC in the Islamic Republic in Iran

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 8 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced.

Norwegian Refugee Council (NRC), Danish Refugee Council (DRC), Relief International (RI), and International Partnership for Refugees in Iran (ICRI) will together operate a 30-months project co-funded by the European Commission International Cooperation and Development (DEVCO) focusing on the following sectors: Education, LFS and Protection. Advocacy activities are also planned.

About the position

Partnership Finance Manager for NRC Iran

Being the Lead Agency of this partnership, NRC is now seeking an experienced Finance Manager to  ensure that the financial set up for the DEVCO-funded partnership with NRC as Grants holder is built according to NRC standard and supportive to programme implementation. The Partnership Finance Manager will support the Partnership Manager developing the financial framework applicable to all members of the partnership in order to ensure accurate and on time financial reporting and strong donor compliance.

Responsibilities: 

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  2. Implement NRC’s financial systems, routines and procedures
  3. Maintain overall budget control and monitor cash flows
  4. Training of line managers and staff with financial responsibilities
  5. Implement anti-corruption policy
  6. Provide regular analysis and reports
  7. Ensure that key learnings are extracted from operations regarding protection, and incorporate them into program strategy and staff development processes
  8. Promote the rights of refugees in line with the advocacy strategy

Qualifications

  • Minimum 4 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Fluency in English, both written and verbal
  • Demonstrated expertise with EC donors, namely DEVCO, is mandatory
  • Successful experience of capacity building/coaching of a national team is required
  • Experience with Partnership Management
  • Experience in resource mobilization and working with various donors and conversant with their technical frameworks and strategies
  • Knowledge of the refugee/displacement context in Iran and Afghanistan is a plus
