Background Information - Job-specific

In the framework of the Inter-institutional collaboration agreement between UNOPS and the government of the United Mexican States, through BANOBRAS, for the administration and disposal of goods, UNOPS will provide technical advisory services with the main objective of initiating the process of commercialization and subsequent sale of the aircraft used by the President of the United States of Mexico, model Boeing 787- 8, seeking the best market conditions for the Mexican Government.

UNOPS will provide technical assistance regarding the conduct of all acts prior to sale of the aircraft, consisting of the organization of required technical documentation, inspection, valuation, market research and consolidation of sale alternatives, through mechanisms that provide the best market conditions to the Mexican Government

Under the framework of this agreement, a second phase is envisaged in which the object of the agreement will be extended to a fleet of 71 aircraft (aircraft and helicopters) owned by the government of the United Mexican States

Functional Responsibilities

UNOPS looks for specialists in aircraft technical records as follows:

  • To work in Mexico City, Mexico, IICA-2 level, with full-time work modality (regular monthly)

  • To work home-based, LICA-10 level, retainer basis work modality. Retainer: this type of work modality establishes an estimated number of days to work during a period. The supervisor will call the contractor to work only on days that are necessary and will be paid only for the days actually worked. Home-based: the duty station is the place of residence of the consultant.

The Specialist will be responsible for providing technical advice to achieve the following results:

  1. Advise in the process of auditing the technical documentation of the aircraft (s);

  1. Advice and support the process of verification and revision of specifications, flight hours, cycles, model, engine, trains of grounds, last checks, etc.

  1. Advice and support the technical inspection processes by stakeholders and aeronautical authorities.

All of the above maintaining strict confidentiality  of information and applying the best market practices.


Education/Experience/Language requirements

a. Education

  • A Master ́s degree in a relevant field is required preferably in mechanical engineering or  aeronautical engineering.

  • A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

b. Work experience

  • A minimum of 5 years of relevant experience (or more depending on academic qualifications) is required in technical advice to projects in the aeronautical sector related to the maintenance or inspection of aircraft in the private or public sector.

c. Languages

  • English fluent level is required

  • Spanish intermediate or fluent level is an advantage

Contract type, level and duration

Type of Contract: ICA - Independent Contractor Agreement (

Regular Monthly Contract: This contract is established in the regular monthly Contract modality, that is, a continuous presentation of services is required during the contract period, making the payments associated with the contract at the end of each calendar month.


Retainer/Home-based: this type of work modality establishes an estimated number of days to work during a period. The supervisor will call the contractor to work only on days that are necessary and will be paid only for the days actually worked.  Home-based: the duty station is the place of residence of the consultant.

Level of Contract: International IICA-2 (international candidates) or Local LICA-10 (candidates working retainer/home-based)


Duration of Contract: For regular/monthly contract the duration is ongoing: Open ended contract subject to organizational requirements, availability of funds and satisfactory performance.
For retainer/home-based: the duration will be defined according to project needs of service.
