IDLO IN THE PHILIPPINES

The Philippines has been an IDLO Member Party since 1989 and IDLO works in the Philippines since 1996. From 1996 through 2001, it established the Asia Regional Training Office (ARTO) in Manila and provided training and technical assistance for the developing and transition economy countries of southeast and central Asia and the Pacific. In 2016, IDLO re-established its presence in the country, working to strengthen the capacity of prosecutors through capacity and institutions strengthening activities and supporting justice sector reform in the Philippines by providing technical expertise.

THE POSITION

Under the supervision of the Country Manager, the Capacity Development Specialist will support capacity development activities of the “Enhancing the Institutional Capacity of Prosecutors in the Philippines” Project, aimed at strengthening the capacity of justice sector professionals of the partner institutions.

The incumbent will be responsible for assisting the team in designing and conducting trainings as well as other capacity development initiatives in line with IDLO’s quality standards. S/he will provide ongoing support to IDLO training graduates to ensure application of knowledge and skills gained.

In particular, the Capacity Development Specialist will support dedicated staff from partner institutions and will be responsible for the following main duties:

Provide guidance and support for the design and implementation of Capacity Development (CD) activities, in accordance with Project design and workplan:

  • Design and Deliver Training of Trainers (TOT) in line with IDLO’s training methodology;
  • Oversee and assist in the design and delivery of specialized legal training,  collaborating in the identification of and guidance to technical experts and trainers, when involved;
  • Based on lessons learned from the implementation of training programs, adapt and update existing CD related tools and resources, i.e. training curriculum, modules, manuals etc.
  • Facilitate feedback and experience sharing on implemented CD activities, working closely with the Field Program Coordinators and the Monitoring and Evaluation Associate;
  • Contribute to review proposals/concept notes and provide input to include effective CD approaches.

Contribute to Training Quality Assurance:

  • Lead the implementation of post-training support to responsible supervisors of participants from specialized legal training, making them familiar with the various phases of the coaching process;
  • Develop and regularly update tools and best practice guidelines to support training quality assurance and consistency in line with IDLO’s standards;
  • Support relevant IDLO personnel and external experts in implementing IDLO’s training methodology, training requirements, mandatory TOT online training etc.;
  • Coordinate closely with the Monitoring and Evaluation Associate to ensure effective application of IDLO’s training monitoring and evaluation approach, including through the use of IDLO’s Training Information Management System (TIMS). 
  • Ensure punctual and comprehensive documentation of CD initiatives through the production of narrative and statistical reports.
  • Develop and update a database of trainers well acquainted with IDLO’s specific training methodology.

Support targeted institutions in enhancing capacities to offer Continuing Professional Development (CPD) opportunities

  • Support the design of a progressive program on the training management cycle directed to identified trainers and focal points of partner institutions, including modules on assessing training needs; designing and developing training contents; delivering training; providing post-training support and evaluating trainings;
  • Contribute to review proposals and strategic planning documents of partner institutions units in charge of CD initiatives.
  • Assist in the design and implementation of e-learning activities.

Ideal Candidate Profile

Education and Work Experience

  • Graduate Degree in Law or other relevant field from a recognized university.
  • Minimum of 5 years of relevant professional experience, ideally with an international organization, of which at least 3 in capacity development.
  • Prior experience in developing interactive and participatory training programs and coaching trainers in the justice sector;
  • Professional experience in rule of law programming would be a considerable asset.

 Languages

  •  Strong professional oral and writing skills in English is required.

 Specific knowledge, skills and behavioral competencies

  • Good understanding of the Philippines political and cultural dynamics;
  • Excellent interpersonal communication skills;
  • Ability to work with teams and perform well under high pressure and according to time sensitive schedules;
  • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the Organization;
  • Enthusiastic and proactive attitude in building partnerships with a broad range of stakeholders and driving results, including at the senior level;
  • Proficient in the usage of computers and office software packages;
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract initially for 12 months, with possibility of extension subject to performance and availability of funding.

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to International employees.
