The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2018, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

                                                                                   Human Resource Officer

The purpose of the officer position is day to day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities. Assist HR Coordinator/Support Manager in other HR related issues in Mosul Office.

Responsibilities:-

  1. Implement delegated support function portfolio according to plan of action
  2. Ensure adherence with NRC policies, tools, handbooks and guidelines
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the support function
  6. Recruitment process of national staff in Mosul Area Office
  7. Issuing of contracts and all documentation related to this
  8. Monitor contract periods and end of contracts and notice letters
  9. HR archiving of staff files
  10. Assist HR Coordinator/Support Manager in other HR related issues in Mosul Office
  11. Any other task requested by Line Manager.

Our Ideal Candidate:

A university graduate or higher in a relevant field(s) with work Experience from working as a HR Officer in a humanitarian/recovery context settings. especially in complex and volatile environments. Knowledge of spoken and written Arabic and English are required. Computer skills, including MS Word, Outlook and Excel.

Additional Information:

Contract period: Seven months (with possibility of extension subject to funds)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station:  Nineveh
