Senior Program Officer, PNG

The Senior Officer is in charge of developing substantive inputs and analyses to the delivery of the Climate Resilient Green Growth project with specific inputs as needed into the planning, designing and financing of climate change adaptation and green growth activities. In particular, this position will take on responsibilities of ensuring key considerations of strengthening private sector, and inclusion of women and vulnerable groups in all project steps and generating projects and financial results benefiting them. The Senior Officer will also be responsible for organizing and delivering project activities across green growth planning, capacity building and coordinating as needed with CCDA and other key stakeholders. The Senior Officer will assist to develop annual plans and maintaining effective project reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols. The Senior Officer will work under the supervision of the Country Representative.

 
Purpose

 

  • Assess issues and opportunities within targeted sectors for development;
  • Assess issues and opportunities with regard to design of project and how they benefit and/or impact on private sector, women and vulnerable groups
  • Formulate projects within the context of the CRGG project and take responsibility for consultation with and involvement where appropriate of private sector, women’s and vulnerable groups;
  • Implements specific parts of the CRGG project under the direction of the Country Representative
  • Assists the Country Representative to implement the CRGG project gender, social inclusion and ESS safeguards and strategy
  • Applies GGGI’s Strategic Plan, Strategic Outcomes and CRGG project design and intended outcomes to the design and development of annual project plans and activities
  • Supports the development of a Country Planning Framework and provides inputs to refine and further develop the engagement with the Government of PNG
  • Analyzes dynamic contexts and evolving green growth needs & priorities of PNG and integrates them into the design and implementation of the CRGG project activities
  • Develop result reporting of CRGG project activities internally and externally
  • Build support and understanding working closely with national counterparts for application of green growth and adaptation and resilience in development planning;
  • Develop project models that align with national development priorities and can be promoted for financing to investors and the donor community.
 
Engagement

 

  • Advise the Country Team and Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment
  • Collaborate with the provincial officers and PNG team, other GGGI Pacific teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations with partner governments, regional organizations, donors and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
  • Maintain active networking and consultation with the private sector, womens and vulnerable groups as needed to inform the CRGG project and seek specific inputs when relevant
  • Create partnerships to take forward CRGG project development
  • Promote green growth and the GGGI methodology with the donor community, regional organizations and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national and regional context, demonstrating effective adaptation of the GGGI approach;
 
Delivery

 

  • Identifies project delivery issues and ensures effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Develop project execution modality and documents across project management cycle.
  • Perform data collection and analyses to build and maintain country specific knowledge base
  • Develop result reporting of program activities and facilitate internal and external communications
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
  • Conceptualize, prepare and implement workshops, seminars, and other events on green growth in the region, including policy consultation and validation meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans

 

Requirements

 

Qualifications

 

  • Advanced academic degree in the field of engineering, science, rural development, social sciences, finance or economics and/or another relevant discipline
  • At least eight years relevant experience in policy, planning, techno-economic analysis, rural development, private sector engagement or social inclusion in development
  • Experience in climate change adaptation and building resilience in the context of national development.
  • Experience in other infrastructure sectors would be an advantage.
  • Experience in day-to-day engagement with Government ministries and agencies
  • Experience in engaging with other stakeholders (private sector, NGOs, development partners, etc.)
  • Experience of requirements and procedures of international financing institutions, bilateral donors/organizations or multilateral organizations.
  • Experience in all aspects of project cycle management, including using online systems and software for project management and reporting.
  • Experience applying participatory, consensus-based approaches, gender, environmental and social inclusion safeguards.
  • Experience in assisting in policy development and strategic planning, evidence-based decision-making, research and analysis and project design
  • Experience in organizing policy consultations, validation meetings, workshops and capacity building events at the provincial and national level
  • Experience working in PNG or other states in Melanesia is an advantage.
  • Overall understanding of the concept of green growth and climate change vulnerability in the context of small island developing countries
  • Fluency in English and excellent report writing skills are essential
