OBJECTIVE OF THE OFFICE/DEPARTMENT
This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonosis and environmental threats to health that are technically sound and appropriate for the political and sociocultural context in which they are implemented.  It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.
 
DESCRIPTION OF DUTIES
Under the direct supervision of the PAHO/WHO Representative, and the technical guidance of the Unit Chief, Climate and Environmental Determinants of Health (CDE/CE), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\: 
  1. Provide technical, policy and strategic advice and programmatic direction for the development and implementation of technical cooperation strategies in environmental public health;
  2. Provide, in coordination with all technical areas of the Country Office, technical cooperation that contributes to the overall development, implementation and monitoring of strategies that contribute to positioning health in all policies;
  3. Provide technical cooperation for the planning, development and monitoring of health promotion programs and projects for healthy settings, including healthy cities and urban health, applying health promotion and local development strategies, concepts and techniques;
  4. Provide technical advice, follow-up and support to technical cooperation related to health determinants, including the implementation of the 2030 Agenda for Sustainable Development, the PAHO’s Sustainable Health Agenda for the Americas 2018-30, the PAHO’s HiAP and Universal Health Strategy and other related strategies;
  5. Advise and collaborate in the planning, development, implementation and monitoring of plans, programs and projects related to air pollution, chemical safety, climate change, environmental epidemiology, water, sanitation, and hygiene;
  6. Advise, promote, and coordinate workers’ health programs with public and private organizations to determine occupational risk, and foster the extension of occupational health services to un-served populations;
  7. Provide technical support in the program of work related to assessment of the impact of public health emergencies in the field of water, sanitation and other environmental hazards;
  8. Mobilize national and international resources to support the implementation of programs under areas of responsibility; represent the Organization in technical meetings, seminars, congresses and academic events in the area of sustainable development and environmental health;
  9. Support the development of tools and methodologies to help promote health in all policies and mainstreaming of sustainable development in health throughout governmental institutions;
  10. Analyze, systematize, and disseminate scientific and evidence-based technical information and knowledge to support the development of public policies and regulations;
  11. Collaborate in the preparation and implementation of the Representation’s Biennial Work Plan (BWP) and other planning instruments such as CCS, UNDAF and others, including the analysis of political, technical and socioeconomic realities;
  12. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  13. Perform any other duties, as assigned.
 
REQUIRED QUALIFICATIONS
Education\:
A university degree in a health, social or environmental science and a master’s degree in public health, environmental health, or engineering or a related field from a recognized institution.

Experience\:
Nine years of combined national and international experience in technical cooperation in institutions concerned with public health management, including health promotion, environmental public health and related activities.

  • Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.

  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
 
Languages\:
Very good knowledge of Spanish or English with a working knowledge of the other language.   Knowledge of French and/or Portuguese would be an asset.
 
IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook, and electronic sources in research activities.  Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
 
REMUNERATION
Annual Salary\: (Net of taxes)
US$72,637 post adjustment
Post Adjustment\: 39.9US% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
