General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in political sciences, international relations, public or international law, or another related field; a first-level university degree in combination with three years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Strong management skills, including strategic planning, budgeting, results-based programme management and project management, personnel/logistics, administrative and financial matters;
  • Strong leadership in a multi-cultural environment, including mentoring and interpersonal skills, ability to establish effective working relationships with all programme staff, with people of different cultural and religious backgrounds and diverse political views, while maintaining strict impartiality and objectivity;
  • Ability to establish, maintain and promote effective working relationships with state officials (at the national and local level), diplomatic corps and international organizations, civil society, whilst maintaining strict impartiality and objectivity;
  • Professional fluency in English and Russian, both oral and written;
  • Ability to communicate clearly and concisely;
  • Practical experience in the areas covered by the mandate of the OSCE POiB in the politico-military, economic and environmental as well as human dimension of security;
  • Flexibility and ability to work under pressure and within limited timeframes, as well as the ability to solve problems effectively and efficiently;
  • Cultural sensitivity and judgment;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Previous international work experience and/or experience in field missions.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of Programme Office (HoPO), as the incumbent of the job of Deputy Head of Programme Office, you will perform the following specific responsibilities:

  1. Assisting the Head of Programme Office in the management of the OSCE Programme Office in Bishkek;
  2. Replacing the HoPO in his/her absence;
  3. Co-ordinating and monitoring the activities of the separate departments within the Programme Office, utilizing relevant managements tools (budget cycle, project management, activity planning);
  4. Managing the work of the Office of Head of the Programme Office and overseeing the Office's safety and security, Human Resources activities, and training activities and policy;
  5. Assisting in the co-ordination of the Mission activities with the Government, international organizations, OSCE Institutions and the civil society;
  6. Supervising legal and media programme activities of the Programme Office;
  7. Overseeing the preparation of monthly and spot reports, and providing input into documents;
  8. Assisting in arranging relevant OSCE events and seminars;
  9. Performing other duties as required.
