Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

2020 marks the twenty-fifth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995), (Beijing + 25). Based on a recommendation made by the Commission on the Status of Women (CSW) in March 2018, the Economic and Social Council (ECOSOC) decided that at its sixty-fourth session, in 2020, the Commission on the Status of Women (CSW64) will: a. undertake a review and appraisal of the implementation of the Beijing Declaration and Platform for Action and the outcomes of the twenty-third special session of the General Assembly; b. assess current challenges that affect the implementation of the Platform for Action and the achievement of gender equality and the empowerment of women; and contribute towards the full realization of the 2030 Agenda for Sustainable Development through a gender perspective.

In this regard, States are urged to undertake comprehensive national-level reviews of the progress made and challenges encountered. Regional commissions are encouraged to undertake regional reviews, and the outcomes of regional intergovernmental processes will feed into the Report of the UN Secretary-General assessing progress, gaps and setbacks in national implementation, drawing on the national and regional reviews and other sources, and aiming at identifying strategies for addressing those gaps and challenges in an effective and accelerated manner.

ECOSOC also recommended that the General Assembly convene a high-level meeting of one day, in September 2020, to mark the occasion of the 25th anniversary of the adoption of the Platform for Action.  The outcome of that meeting will be a Chair’s summary.

To mark the occasion and to galvanize action for gender equality and women’s rights, UN Women will also organize a Global Civil Society Forum to take place in summer 2020 which will be a collective mobilization moment, to galvanize all stakeholders to implement actions that remove the most egregious barriers to gender equality. The Forum 2020 will bring together civil society and the women and young people of the world, gender equality advocates from all walks of life, in a global public conversation on the urgent actions that need to be taken for the realization of gender equality.

Content and methodology of supervision

As part of the UN Women JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured and regular guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • Completion of the yearly UN Women Results and Competency Assessment (RCA)
  • The JPO will receive guidance, learning and regular access to constructive feedback and engagement with the supervisor.

Training component: Learning elements and expectations

Upon completion of the assignment the JPO will be able to:

  • The JPO will gain substantive portion of her/his learning and training from hands-on work including:
  • Fully understand the mission, the values, the strategic priorities of UNWomen and its mandate;
  • Developing partnerships with different stakeholders
  • Demonstrate a good understanding of the Agenda 2030 for Sustainable Development; Bejing+25 and other key

The JPO training programme includes the following learning elements:

  • Participation in a UN Women Induction Course in New York
  • The JPO position includes a Duty travel and training allowance (DTTA) of $ 4.000 per year which may be used for learning activities related to the assignment and career development.
  • Other training and learning opportunities, as available in UN Women.

Duties and Responsibilities

To support the implementation and coordination of  the Beijing + 25 process, including the Global Civil Society Forum. The JPO will follow-up on major decisions to ensure efficient and effective implementation  of programmatic, operational and financial results, among others.

Provide programmatic and operational support and coordination on planning, implementation, monitoring, reporting and evaluation:

  • Provide input and guidance on all major initiatives to achieve the goals of the work plan, including targeted financial results;
  • Ensure effective information flow, communication and coordination on programmatic and operations across the Beijing + 25 processes, Global Civil Society Forum and all initiatives related to Beijing + 25;
  • Provide technical advice and support on the coordination, management and monitoring of all programmatic and operational functions ensuring that they follow UN Women rules, regulations, policies and procedures.
  • Liaise with governmental representatives, UN entities, funds and programmes, civil society, donors and other stakeholders, as required by the programme
  • Provide technical support to strategic planning of the Civil Society Division
  • Provide technical support to the preparation of detailed annual and quarterly operational performance reports to ensure timely implementation of the project activities in accordance with its plan and approved budget;
  • Provide technical support to the monitoring, reporting and evaluation of the programme, including for auditing purposes.
  • Provide inputs to and coordinate the preparation of programmatic and operations related progress reports and submission to the Beijing + 25 Secretariat, EDO, SMT members and donors or government as per their requirements;
  • Provide any other support as requested by the supervisor.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s) in social sciences, development studies, business administration, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Working experience:

  • A minimum of 2 years and maximum of 4 years of professional experience in programme implementation;
  • Experience related to management and coordination of large-scale corporate initiatives
  • Experience in liaising with a myriad of stakeholders and partners, including government, civil society, international organizations and grassroots organizations;
  • Solid management experience in back-office support operations;
  • Prior experience of working with UN agencies will be an asset;
  • Experience in working using multiple office software packages, handling web-based management systems and ERP systems (preferably PeopleSoft);
  • All  paid relevant working experience is counted, including consultancies at the percentage it was carried out. Working experience with UNV counts. However unpaid volunteer work and internships do not count towards the required years of experience but will count in evaluating your profile.

Languages:

  • Fluent in English (both written and oral).
  • owledge of another UN official language is an advantage.
