Librarian - Stockholm

Context

  • The Librarian reports directly to the Head of Communications and Knowledge Management, provides librarian research services, monitors communications metrics and analytics, such as citations, and implements internal communications.

Duties and Responsibilities

Library Services

  • Provides effective access to the library collections;
  • Manages the planning, administrative and budgetary functions of the Library and information services;
  • Organises and maintains the Library space, its collections; catalogues and indexes documents and new acquisitions;
  • Provides a library loan service and maintains records for both book and audio-visual materials;
  • Prepares reports related to information services, technology and media services, resources and activities, sending information of potential interest to staff;
  • Provides guidance on how to effectively use the library and assists staff with research questions;
  • Uses media monitoring software to track news articles about International IDEA and supports detailed information needs of staff;
  • Updates and maintains the Library Intranet pages (on Workplace);
  • Keeps abreast of developments in library and documentation services;
  • Reports statistics on International IDEA in the media and in academic journals (citations) and consolidates this data, adding similar statistics from publications and from social media.

Internal Communications

  • Implements internal communications campaigns on collaborative software;
  • Manages, maintains and trains staff on the use of a collaborative software (such as Workplace) to improve sharing of relevant knowledge among staff and to help build a culture of two-way internal communication;
  • Continually evaluates the success of internal communication by, for example, monitoring activity on Workplace.

  • Requires in-depth knowledge, excellent skills and relevant experience in their field;
  • Will contribute significantly to assigned projects all along the project life cycle, i.e. from project design and funding to project assessment; will lead meetings and discussions, supervise publications and review input from external providers;
  • Has contributed to publications on the relevant subject; is recognized as a knowledge resource in his/her broad professional community;
  • Can work with minimal guidance and supervision;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model or mentor for less experienced colleagues;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and diversity perspective in all activities.

Operational Knowledge, skills and experience

  • Extensive knowledge and experience in cataloguing, interlibrary loan systems and online services;
  • Extensive experience in managing the administration and financial aspect of a library including budgeting, expenditure and contracting subscription services for databases and periodicals;
  • Extensive experience of improving employee involvement through Internal Communication;
  • Integrates a results-based approach into the design, management and evaluation of all his/her activities;
  • Knowledge of database management and data analysis;
  • Knowledge of Meltwater Monitoring system or similar media monitoring software;
  • Knowledge of Twitter and Facebook;
  • Knowledge of MARC21 would be an advantage;
  • Knowledge of Workplace or other collaborative software
  • Illustrates integrity, a collaborative spirit, a sense of achievement and an understanding or risk management in past experiences

Leadership

  • No people management responsibility over permanent staff;
  • Acts as a model and resource for more junior colleagues;
  • May assume project management responsibilities.

  • Identifies and resolves complex problems; approaches issues with new perspectives; analyses situations from a multitude of intervening factors.

Communication and Interpersonal Skills

  • Liaises to all internal and external stakeholders involved in his/her project; acts and is perceived as an initiator of relevant communication to solve issues;
  • Drives projects and assignments through communicative personal energy and engagement;
  • Can explain sensitive information with diplomacy, and build consensus;
  • Fluency in English and Swedish, both written and oral; Knowledge of any other widely spoken language in an International IDEA priority region is an asset.

Education and Experience

  • University degree in Library and Information Sciences;
  • Minimum of 5 years’ experience working in a library;
  • Advanced skills in online library and documentation services;
  • Good knowledge of computer applications/packages for word processing, spreadsheets, PowerPoint, databases, and online searching;
  • Experience working in an international organization or context, especially in political science or equivalent, would be an advantage.

Terms of Contract:

  • International Post
  • Two (2) year fixed term appointment.
  • EUR 4 441 NET per month plus benefits.
