PURPOSE OF THE POSITION

The Staff Physician incumbent will support the Administration at IARC as a focal point on health matters and by providing medical services to WHO/IARC personnel in Lyon, France, as well as IARC personnel in out-posted offices. The primary areas of responsibility include medical adjudication, occupational health, preventive health care and health promotion.

The Staff Physician is based on IARC premises in Lyon and is also expected to provide some services to the personnel at the WHO Gerland Office, also located in Lyon.

DESCRIPTION OF DUTIES

Under the general supervision of the Director of Administration and Finance (DAF) within the Section of Support to Research (SSR), under the direct supervision of the Human Resources Officer (HRO), and with technical guidance from Staff Health and Wellbeing Services (SHW), the key duties of the incumbent are as follows\:

Medical services\:

1. Review and classify, with regard to fitness-for-duty reports and pre-employment examinations issued and conducted by authorized physicians outside Lyon. For local candidates, conduct medical examinations/evaluations before selection and advise the Administration on the candidates’ medical fitness for the positions for which they are considered. Conduct periodic medical examinations for all WHO/IARC Lyon-based personnel.

2. Provide clinical services of an emergency nature during working hours, to IARC personnel and guests.

3. Offer referral to local specialist care.

4. Approve/reject and monitor sick leave of staff members and non-staff members of IARC.

5. Advise IARC personnel on medical fitness before departure on mission or change of duty station.

6. Advise on and provide vaccination services for personnel of IARC and of the WHO Gerland Office.

7. Recommend medical evacuations for out-posted personnel, and coordinate with SHW for approval of medical evacuations outside the region as well as in exceptional cases.

8. Ensure that up-to-date medical information and reports are part of staff members’ records at all times and are sent to SHW in a timely manner. Maintain doctor–patient confidentiality of all medical records and files.

Occupational health & health promotion\:

9. Analyse medical data/information to identify trends in the health of personnel. Based on the results, promote policies and best practices to improve the health and well-being of personnel and to reduce absences.

10. Actively participate in IARC Committees that deal with welfare of personnel. For example, the Staff Physician is an ex officio member of the IARC Occupational Health and Safety Committee (OHSC), which has an advisory role on matters of health, safety and well-being of the Agency’s personnel.

REQUIRED QUALIFICATIONS

Education

Essential\: Medical degree (MD) with national board certificate from a recognized medical institution, including and/or supplemented by training in Occupational Medicine.

Desirable\: Training in primary health care such as family medicine or internal medicine.

Experience

Essential\: At least five years’ experience in health services in a large national or international setting in either the private or public sector as an Occupational Health expert.

Desirable\: Professional experience in a multicultural environment would be an advantage, as would familiarity with the UN system.

Functional skills\:

1/ Knowledge and awareness of latest diagnostic techniques and clinical practices.

2/ Good knowledge of availability of major health care facilities and specialists in the Lyon area.

3/ Sensitivity to the stress and strain under which IARC personnel perform, and skill at advising on effective ways to cope with related health issues.

4/ Knowledge of Microsoft Office software as well as medical management tools such as ‘Préventiel’.

Languages

Expert knowledge of French and at least an intermediate knowledge of English are required. Knowledge of other UN languages would be an asset.
