Background

Under the guidance and supervision of the CD/Deputy Country Director (DCD) (P), the Team Leader/Assistant Country Director (Inclusive Growth and Innovation) manages a major, multi-disciplinary, programme portfolio Inclusive Growth, Local Government and Administrative Reform that promotes “Leaving No One behind”, aligned with the following Sustainable Development Goals (SDGs): 8, 9, 12, 16, and  17. The portfolio comprises the specialized, sectoral areas of Inclusive and Pro-Poor, Local Economic Development and Entrepreneurship; Area-Based, Development Approaches for Scaling Up Inclusive and Environmentally Sustainable, Local Economic Opportunities; Sustainable and Innovative Financing; Entrepreneurship; Innovative Utilization Of Information Technology To Reduce Exclusion; and Governance: Strengthening National Capacities For Social Accountability and Core Government Functions to Plan, Coordinate and Monitor the Achievement of the SDGs.

Under the guidance and direct supervision of the Team Leader/ACD (P), Inclusive Growth and Innovation, the Programme Analyst is one of the team of professionals and support staff who provide formulation and continued monitoring of implementation of related programme interventions. The incumbent is responsible for management of the UNDP programme in the areas of:

  • Inclusive and Pro-Poor, Local Economic Development and Entrepreneurship
  • Sustainable and Innovative Financing;
  • Entrepreneurship; and
  • Innovative Utilization Of Information Technology To Reduce Exclusion

The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio.

The incumbent supervises and leads programme support staff and coordinates activities of the projects' staff. The Programme Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme design and implementation.

Duties and Responsibilities

1.   Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNPDF, CPD, CPAP and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.

2.  Policy Advice

  • Serves as substantive source of policy advice to senior management in Inclusive and Pro-Poor, Local Economic Development and Entrepreneurship; Sustainable and Innovative Financing; Entrepreneurship; and Innovative Utilization Of Information Technology To Reduce Exclusion under the guidance of the supervisor, as follows:
  • Generates policy papers and advice that address national priorities and needs for internal clearance in thematic/sectoral programme areas managed.
  • Conducts policy research and analytics for evidence-based, national/country-focused policy-making.
  • Identifies sources of information related to policy-driven issues.
  • Undertakes and maintains analytics to support UNDP strategic analyses.
  • Provides UNDP’s position proposals and commentary.

3. Ensures effective management of the CO programme in Inclusive and Pro-Poor, Local Economic Development and Entrepreneurship; Sustainable and Innovative Financing; Entrepreneurship; and Innovative Utilization Of Information Technology To Reduce Exclusion. focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP's priorities into local interventions.  Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Development of project/programme pipeline proposals, including identification of new service lines and entry points for programming, responding to emerging trends and challenges.
  • Ensure continual alignment of programme actions with the SDGs.
  • Initiation of projects, presentation of the project to PAC, entering project into Atlas finalization of contribution agreement; determination of required revisions; in coordination with operations, coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
  • Constant monitoring and analysis of the programme environment, recommending timely readjustments of the programme.
  • Training and capacity-building or relevant programme and project personnel.
  • Implements cost-recovery system for the services provided by the CO to projects in close collaboration with DCD Operations.
  • Technical and administrative input into NEX projects.
  • Follow up on audit recommendation with timely reporting of all exceptions.
  • Donor and Aggregate reports regularly prepared on activities, outputs and outcomes.

4.Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

Implementation of partnerships and resources mobilization strategies to achieve programme outcomes, including:

  • Development of partnerships with the UN Agencies, IFl's, government institutions, bi­ lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors' priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Determination of programmatic areas of cooperation, identification and mobilization of resources based on Programme strategic goals, country needs and partner priorities.

  • Synthesis of best practices and lessons learned directly linked to programme/projects and country policy goals in Inclusive and Pro-Poor, Local Economic Development and Entrepreneurship Sustainable and Innovative Financing; Entrepreneurship; and Innovative Utilization Of Information Technology To Reduce Exclusion;
  • Successful programme advocacy through networking, including:
    • Participation in advocacy networks at national level and linked to international networks.
    • Relevant, high-impact advocacy campaigns implemented with key partners.

Required Skills and Experience

Education:

Advanced Degree or equivalent with 2 years of experience in Economics, Business Administration, Public Administration, Political Science or related field is required. Graduate level qualifications and/or demonstrated 4 years expertise in Good Governance, Administrative Reform and/or Pro-Poor Policies are required. Knowledge of emerging disciplines for inclusive growth and/or related innovations is desirable.

Experience: A minimum of 2 years’ experience with demonstrable results at the national and/or international level in developing and implementing project/programme concepts in partnership with Government and Civil society in the area of Good Governance and/or Administrative Reform and/or Pro-Poor Policies is required. Related experience in Sustainable and Innovative financing is advantageous. Familiarity with complex reporting and institutional accountability processes is also required.

Language Requirements:

  • Proficiency in English.
  • Working knowledge of Arabic is highly desirable.

Other:

  • Good command of MS Office Products (i.e. Excel, Word, PowerPoint); experience in handling of web based management systems.
  • Non-Smoking environment.
