1. Preliminary
1.1 Short background:
The EASF is a standby force designed to react swiftly to threatening situations towards peace and security within the Eastern African region and across the continent. Consequently, the applicant must be prepared to participate in planning, executing and evaluation in training and exercises, which reflects the entire span of potential conflict scenarios. Furthermore, EASF comprise ten Eastern African member states and the applicant must be prepared to work within all member states (Burundi, Comoros, Djibouti, Ethiopia, Kenya, Rwanda, Seychelles, Somalia, Sudan and Uganda). As the EASF comprises significant elements of military and police units and working within an integrated and multifunctional approach, the applicant must expect that especially during certain training events and exercises that living and work conditions are quite strenuous and unpretentious. In the situation of EASF being mandated and deployed to participate in a peace support operation the CIVAD will receive further instructions from requisite Danish authorities of his/hers possible participation.
1.2 Purpose:
This job profile describes the main tasks involved in the position and the qualifications requested from candidates to the job.
1.3 Expected composition of the selection committee:
Applicants for the position will be selected for interview by the Danish Ministry of Foreign Affairs, who will also be represented at the final interview. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of staff from the Ministry of Foreign Affairs (Africa Department and Stabilisation and Security Policy Department), staff from the Embassy of Denmark in Nairobi, and the consultant from Mercuri Urval A/S in charge of the recruitment process.
2. Peace and Stabilisation Programme, The Horn of Africa, 2018-2022
Denmark's Peace and Stabilisation Programme for the Horn of Africa 2018-2022 covers Ethiopia, Kenya and Somalia with a special focus on the ongoing conflict in Somalia, recognizing its regional consequences. The programme will contribute to addressing key challenges for the region as well as direct and indirect threats to Denmark's security and welfare, such as violent extremism and terrorism, maritime crime, and irregular migration flows with the overall objective being:
Improved peace and stability in the Horn of Africa by strengthening local, national and regional actor's capacity and ability to manage conflict and insecurity, counter threats and exercise legitimate authority.
The programme will contribute to this main objective through three Thematic Programmes:
- Strengthened regional conflict management capacity and efforts of the actors engaged in promoting stabilisation and security in Somalia.
- Reduced levels of violent extremism in the Horn of Africa with a particular focus on Somalia through prevention and disengagement.
- Improved capacity to exercise regional and governmental authority across land and maritime borders.

3. The Position
3.1. Title:
Civilian Adviser to Eastern Africa Standby Force (EASF)
3.2. Place of service:
EASF Planning Element, Karen, Nairobi, Kenya
3.3. Terms of employment:
Contract period: 22 months from 1. March 2019 to 31. December 2020. Attractive remuneration package including free housing.
3.5. Area of responsibility/tasks:
The purpose of the Civilian Adviser (CIVAD) is to develop the EASF capacity for civilian stabilisation based on an integrated/comprehensive approach. The CIVAD will work within a quick reaction force configuration, which entails military, police and civilian components.
The CIVAD will be embedded and associated to the EASF Planning Element in Nairobi and work closely with military and police officers as well as civilians within an integrated approach. Furthermore, the CIVAD will work closely with other posted international advisers to EASF including the Danish military adviser (MILAD) and the Danish police adviser (POLAD).
The scope of work is expected to include (but not necessary be limited to):
- Within the framework of the Whole of Government Peace and Stabilisation Programme for the Horn of Africa - 2018 – 2022 (PSP III), the CIVAD will work closely and coordinate the Danish civilian support to EASF with the Danish MILAD and POLAD as well as other international advisers and partners present at the EASF. The CIVAD refers to the Danish Defence Attaché at the Royal Danish Embassy in Nairobi who is the Engagement Manager.
- The CIVAD provides requisite and relevant advice to the EASF institutions with emphasis on the further development of EASF civilian component within the EASF Planning Element with the aim of promoting the full integration of EASF’s various components (military, police and civilian).
- The CIVAD will work as an integral part of the EASF Planning Element with the aim of supporting the continued development and operationalisation of EASF as a relevant and efficient response mechanism towards challenges to peace and security. The CIVAD will have special focus on contributing to the development of policies, training, exercises that supports the fully integration of EASF’s various components.
- The CIVAD will support training activities, which enables EASF to maintain its status of Full Operational Capability (FOC) within special emphasis on activities, and training promoting EASF Integrated Mission Planning.
- In close cooperation with the Danish MILAD and POLAD ensure proper coordination and synergies with other Danish efforts associated to the International Peace Support Training Centre (IPSTC), British Peace Support Team (BPST) and the Kenyan Navy.
- The CIVAD will monitor and report the Danish support efforts within his scope of work in accordance to existing regulations for the PSP III. Furthermore, the CIVAD will participate in reviews of PSP III and Steering Committee meetings as directed by the Danish Defence Attaché as the Engagement Manager.
4. Demand Profile/Qualifications
Requirements and expectations concerning the candidates’ formal qualifications:
Minimum requirements:
- Master degree in social sciences, for example Africa studies, political science, sociology, international relations or related topics.
- Extensive proven experience of working in international and intercultural environments and within an integrated approach.
- Substantive proven experience of working with governmental institutions.
- Substantive experience of working with integrated mission planning.
- Substantive experience in teaching and pedagogical processes and procedures.
- Substantive experience of participating in international missions within UN, NATO, EU, OSCE or other relevant organisation.
- Experience with working in the Horn of Africa or similar fragile state context. Fluency in English (verbal and writing).
Preferred experience:
- Civilian stabilisation and experience with gender, UNSCR 1325 and international humanitarian law and human rights based approaches.
- Background as general staff trained military officer or reserve officer (NATO rank code OF-3 or OF-4) teaching experience in processes related to Integrated Mission Planning (IMP).
- French language skills is an advantage.

5.4 Language test: The Ministry of Foreign Affairs has decided that all candidates called in for interview - except for those to whom the relevant language is mother tongue - shall be language tested in the working languages of the duty station (i.e. English).
5.5 Presentation to the appointments committee: 23/01/2019.
5.6 Decision: A decision is expected during week 4 2019.
