Background

Venezuela is undergoing significant economic, social and political challenges. Since 2015, the economy has been greatly affected by external shocks, high inflation, declining oil production, and declining foreign reserves.  The economic situation had a strong social impact especially in the health and nutrition sectors. The Government implements social programmes and transfers as continuation of its social policies and in response to the situation.  In May 2018, President Nicolas Maduro was reelected for a second term (2019-2025).  The election was questioned internally and externally.  In August 2018, the Government initiated a package of economic reform measures for the recovery of the economy.  The Government has also asked the United Nations to expand its international cooperation to help mitigate the impact of the socio-economic crisis on vulnerable population.

The post of Special Advisor is to increase the capacity of the Office of the Resident Coordinator (RC) to provide situational analysis and to support UN efforts to address the above-mentioned challenges.  The Special Advisor will deepen and consolidate the programmatic strategy of the UN in Venezuela by providing, inter alia, strategic analysis and guidance to the RC and the UN Country Team (UNCT).  He/she will support the broader UNCT programme under the UNDAF in issues related to governance, social cohesion and the promotion of a culture of peaceful conflict resolution.  Under the RC guidance, the Special Advisor will engage with main counterparts and key stakeholders.

Duties and Responsibilities

Providing strategic and analytical support to the RC and UNCT agencies, augmenting political, economic and social analysis to inform programming and engagements with national stakeholders, including women and youth groups;

Together with RC and RR, provide substantive leadership and guide strategic direction of UNCT, including UNDP, with regard to the UN prevention agenda and work to strengthen the capacity of UNCT to undertake gender sensitive economic and social cohesion analysis and mainstream a culture of peaceful conflict resolution in regular programming;

Identifying areas of programmatic engagement and developing recommendations and/or projects, including initiatives at the community level, by adapting relevant international experiences and good practices;

Provide continuous analysis to RC and UNCT on current developments and dynamics, with a view to identifying appropriate entry points and recommending appropriate strategic responses for the UN system;

Assisting UNDP and the UNCT in the organization and conduct, as appropriate, of briefings, forums and trainings;

Establishing and strengthening strategic partnerships with key national stakeholders (at high-level, if necessary), regional and international actors and development partners. Under the direction of the RC, he/she engages with other national and international institutions and initiatives at senior level to promote a common approach towards supporting social cohesion, governance, conflict prevention and other relevant efforts ensuring that gendered dimensions are reflected in both analysis and programming.

Required Skills and Experience

Education:

Advanced university degree (Master’s Degree) in political science, sociology, international relations, international economics, law, public administration, or other related social sciences.

Experience:

  • At least 10 years of senior level experience in socio-political analysis, policy and strategy development, development and/or conflict prevention in a governmental, multilateral or civil society organization.
  • Proven experience involving the facilitation of multi-stakeholder dialogue and consensus-building;
  • Extensive experience in research and project development.
  • Proven policy, advisory and advocacy experience and track record of engagement with senior levels of government and donors.
  • Experience working within a UN agency or an international organization in the Latin American region would be an asset.

Language Requirements:

  • Fluency in written and spoken Spanish is required. Solid working knowledge of written and spoken English is required.
