ORGANIZATIONAL SETTING

The primary objective of the Programme Department is to create the conditions, platforms and environment through which religious leaders and other actors, in particular policy makers, can engage in constructive dialogue, thus strengthening mutual understanding and respect with the ultimate aim to encourage them to initiate action to bring about change in the policies of religious institutions and governments, at various levels, build mechanisms to facilitate on-going dialogue and action as well as strengthen networks of committed and experienced religious leaders, and other actors in the use of interreligious dialogue (IRD) for peace and reconciliation in conflict situations in particular.

As one of the two Hubs in the Programme Department, IRD Hub focuses on applying IRD for peace and reconciliation in three regions, Arab region, Africa and Asia, currently in the 4 designated conflict zones, Iraq/Syria, Nigeria, CAR and Myanmar.

ROLE

Under the supervision of the Chief, IRD Hub & Deputy Director, Programme Department, the Senior Programme Manager sets up, designs and oversees implementation of the south-east Asia and sub-Saharan Africa programmes.  The role holder also directly manages the Myanmar sub-programme.

FUNCTIONS

  • Leads the Myanmar sub-programme in terms of both substantive and operational issues ensuring optimization of resources and nurturing a culture of results with highest performance standards;
  • Develops, implements and oversees implementation of the regional Africa and Asia strategies, work-plans and budget; ensures the cost-effective and efficient implementation of the regional strategies and guides and supervises the Programme Managers and the Country experts accordingly;
  • Develops the strategic documents concerning programme planning and implementation, such as policy papers, concept notes, reports, and similar;
  • In coordination with the Monitoring and Evaluation Adviser, develops and implements monitoring and evaluation mechanism, including key performance indicators (KPI), for the programmes under his portfolio;
  • Ensures programme assessments are undertaken and relevant baseline data collected so programme monitoring and evaluation can take place;
  • Guides and provides advice to the Programme Managers, Nigeria and Central African Republic:
  • Together with the Myanmar Country, monitors the implementation of the Myanmar country strategy;
  • Contributes to mobilizing resources from potential donors and to conclusion of partnerships agreements in the Asia region and is responsible for their implementation and monitoring;
  • Undertakes travel on the regular basis to the Asia region, and when necessary Africa, and participates in all major activities;
  • Provides the required support to the religious leaders and policy makers in the region;
  • Maintains good cooperation and coordination between national counterparts, programme partners and other stakeholders;
  • Liaise with the Country Expert and other national level and international actors to ensure exchange of information and develop analytical briefs on the evolution of peacebuilding processes in Myanmar;
  • Develops and implements new initiatives  for the region in close consultation with the Senior Leadership Team;
  • Develops Terms of Reference for programme consultants/experts hired on a short-term basis and ensures proper delivery of technical services and submission of technical and other reports;
  • Represents KAICIID in relevant international and regional forums to enhance coordination and/or ensure increased attention to IRD/ICD and other conflict prevention and resolution issues;
  • Provides technical advice on strengthening KAICIID’s role in fighting against radicalization and violent extremism;
  • Coordinates meetings, training sessions, conferences and public events;
  • Performs any other duties as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Advanced university degree in interreligious studies, sociology, human rights, refugee and migration studies, law, international relations or a similar discipline, preferably coupled with a degree in management;
  • A minimum of seven years’ of progressively responsible experience in programme management in a politically sensitive environment, including at the international level, preferably within an inter-governmental organization;
  • Field experience highly desirable, especially if from a conflict zone;
  • Experience with and knowledge of interreligious dialogue desirable;
  • Very good conceptual and analytical capability, ability to rapidly learn and apply new concepts;
  • Excellent interpersonal skills with ability to interact independently with religious leaders as well as with senior government officials;
  • Substantive knowledge of strategic planning, results-based management and reporting;
  • Ability to lead remote teams;
  • Several years of experience in programme design and project management;
  • Excellent communication and networking skills;
  • Excellent writing skills, with analytical capacity and ability to interpret date, draw statistics from evaluations and synthesize data in preparation of quality reports;
  • Ability to organize and complete multiple tasks by establishing priorities;
  • Receptiveness to feedback, willingness to learn and embrace continuous improvement as part of change management;
  • Commitment to sharing information, contributing to the learning and development of the Centre;
  • Capacity to deal with conflicting priorities and to operate in difficult business environments while delivering high quality work on schedule and within time constraints; ability to work successfully in multicultural teams and across boundaries;

LANGUAGES

English proficiency (written and spoken), knowledge of any other major languages desirable, preferably French.

TERMS OF APPOINTMENT

KAICIID offers fixed-term contracts of one year with a possibility of extension, depending on the continuing need for the position. Annual net salary for Grade 4 Step 1 is 61944 EUR. Appointments are normally made at Step 1. If eligible, housing and education allowance may also be provided. KAICIID salaries are exempt from taxation in Austria.
