Context:

Under the direct supervision of the Chief of Mission (CoM) and with the technical support from the Immigration and Border Management (IBM) Senior Regional Thematic Specialist in Dakar, Senegal and in close coordination with IBM Unit in IOM Niger, the successful candidate will be accountable and responsible for the planning, implementation, oversight, coordination and the monitoring and evaluation of the Project. Extensive travel in the field and across the region for monitoring and evaluation will be required.

Core Functions / Responsibilities:

1. Manage the overall implementation of the Project in a timely manner, being responsible for the financial, administrative and technical oversight of the project, in line with IOM's policies and practices as well as donor requirements.

2. Supervise project team in implementing activities, including reporting, monitoring and evaluation.

3. Plan, coordinate and monitor the project in close coordination with the relevant colleagues in IOM offices in Niger and Mali, prepare and coordinate regular project reports in a timely manner in donor formats.

Page 1 / 34. Establish and maintain strong partnerships and liaison with Government entities and relevant stakeholders.

5. Ensure adequate information management on project related activities including project awareness raising and visibility; regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department. 6. Support the mission in planning, coordinating, implementing and monitoring other IBM portfolio activities. Contribute to fund raising initiatives.

7. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, project management and implementation, and problem resolution as required.

8. Represent IOM in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination, presentation and promotion of IOM activities.

9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in the field of migration issues, including operational and field experience, project development, and management and report writing;

• Strong background in border management;

• Experience in liaising with governmental authorities, other national/international institutions and NGOs;

• Knowledge and working experience in the Western and Central African (WCA) region a distinct advantage.

Languages

Fluency in English and French is required.

Internationally recruited professional staff are required to be mobile.
