The individual consultant will review exisiting messages and materials and propose new ones to be produced and disseminated by community based media, Nutrition interventions from MISAU, including Mobile Brigades and APE’s and community volunteers (activitstas) including NGOs activists in the contect of drought response affecting Tete, Manica, Sofala, Zambezia, Gaza and Inhambane.

PURPOSE AND OBJECTIVE

 

The individual consultant will review exisiting messages and materials and propose new ones to be produced and disseminated by community based media, Nutrition interventions from MISAU, including Mobile Brigades and APE's and community volunteers (activitstas) including NGOs activists in the contect of drought  response affecting  Tete, Manica, Sofala, Zambezia, Gaza and Inhambane.

 

 

METHODOLOGY AND TECHNICAL APPROACH

 

By visiting UNICEF and its partners, the consultant will collect and systematize main existing nutrition and WASH IEC material developed in the last 5 years by key stakeholders, produce short summaries (max. one pargraph) describing the content of each item, and propose new onew  to be used in the framework of the Drought and other types of emergencies (examples: flooding, displacement) Response Communication package.  

 

The list of partners to be visited in Maputo should include at leats  the following:

  • Ministry of Health / Nutrition Department/ Departamento de Saúde Ambiental
  • Ministério das Obras Públicas, Habitação e Recursos Hídricos
  • Ministério do Género, Criança e Acção Social
  • Institute of Social Communication
  • SETSAN
  • Instituto Nacional de Gestão de Calamidades
  • WFP

 

ACTIVITIES AND TASKS

 

Under the direct supervision of the C4D Specialist, the consultant will undertake and complete the following activities and tasks during the course of the assignment, in line with the above objectives:

 

  1. Visit UNICEF Communication premises and UNICEF partners in Maputo (minimum list above), collect all the available material (IEC and audiovisual) related to nutrition and WASH prevention, emergency and early recovey, identify previous communication interventions related to drought, flood and other emergency responses, and explore government preferences in terms of communications.

 

  1. Systematize all the material and upload in the cloud, under UNICEF Cap guidance.

 

  1. Conduct an analysis of the adequacy of existing messages and products

 

  1. Develop short summaries (max. one paragraph) for each item collect describing:
    1. Type of material and purpose of the production
    2. Target group
    3. In which language was produced or translated.
    4. Key messages gaps in exisiting materials
    5. Suggestion on how to use the material
    6. Author and year of production(when this information is available)

 

  1. Share the list of the materials collected with the UNICEF contract manager who will choose which materials will compose the final package, in coordination with the Ministry of Health – Nutrition Promotion department, which will validate it.

 

  1. Present a proposal of Nutrition and WASH new/updated communication materials package, to be validated by key Government authorities, including:
  2. Key messages by target group, product and dissemination channel
  3. Graphic Design IEC materials (leaflets, posters, flipbooks, etc) in one specific CD-R
  4. Music jingles and Radio spots in two specific CD-R

 

  1. Pre-test all new communication materials selected by UNICEF and key Government partners, and finalize the package based on pre-test results, for final validation by UNICEF and key Government counterparts.

 

 

DELIVERABLES

 

Deliverable 1:

Delivery date: By 5 May 2017 (mid term)

Deliverable/product(s): Exisiting materials reviewd, systematized and uploaded in the UNICEF Cloud; Outline of new materials submitted and approved.

 

Deliverable 2

Delivery date: By 15 June 2017 (end of contract)

Deliverable/product(s): Final Communication package designed and approved by UNICEF. CD and DVD package reproduced in 500 copies

 

 

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE:.

 

  • Solid experience in social communication projects, including materials conception and multimedia production
  • Proven experience in graphic design
  • Fluent in Portuguese and English.
  • Past and positive experience with UNICEF is an asset.

EVALUATION CRITERIA

 

  • Technical assessment: 70% composed of 20% Evidence of experience on print and audiovisual communication materials conception and production, 20% proven experience on graphic design, and 30% portfolio of relevant works, with clear indication of multimedia packages produced in the last five years.
  • Financial proposal: 30%
