UNICEF is the leading United Nations organization for children. We are now seeking committed candidates to drive our work on promoting partnerships and South-South Cooperation between China and countries in Africa and Asia for the benefit of the most disadvantaged children.

Main Responsibilities

  • Lead UNICEF's engagement with the Government of China as they develop a South-South Cooperation programme, building trust in UNICEF's capacity to deliver and simplifying processes to ensure aid reaches populations in need efficiently.
  • Lead, coordinate and manage UNICEF's South-South Cooperation efforts, including managing a secretariat within UNICEF, developing strategies and workplans to leverage support from China in its bilateral aid for the benefit of children.
  • Build and maintain close relations with the Chinese Government, civil society, NGOs, private sector, development banks, and academic institutions to promote and implement South-South Cooperation activities.
  • Develop strategy to support Government Ministries and relevant Chinese institutions, in collaboration with academic institutions in China as well as in other countries to sensitize and build understanding of the situation of children, the SDG challenges and review successful development approaches to priority countries in Asia and the Pacific.
  • Support the Government of China, where requested, to build a systematic approach to aid, bringing lessons and examples from foreign aid structures and approaches in other countries.
  • Monitor and analyse current and emerging issues related to China's investment in developing countries, particularly Africa and Asia.
  • Develop, review and propose new policies and practices on South-South Cooperation.
  • Develop new partnerships and modalities of working across the United Nations system and with national governments to promote South-South Cooperation.
  • Facilitate inter and intra-regional activities aimed at promoting best practices in South-South Cooperation.
  • Explore opportunities with relevant government entities for potential programmes for children in developing countries.
  • Assess programme results together with Chinese Government's funding and implementing agencies and entities and ensure strong communication support to UNICEF South-South efforts.

Qualifications

  • Master's level university degree in Development studies, Social Policy, Social Sciences, Business Administration or other relevant field.
  • A minimum of 10 years of professional experience in development at the national or international level
  • Experience and understanding from working with governments, particularly in China and/or Africa highly desirable.
  • Strong management and coordination skills in a complex multi-organizational setting.
  • Strong advocacy and partnership building skills.
  • Experience working with the UN or other international development organization is an asset.
  • Fluency in English, knowledge of other UN languages, particularly Mandarin is an asset.
