Context:

Under the direct supervision of the Head of the Migration, Environment and Climate Change (MECC) Division in Headquarters (HQs), the successful candidate will act as a resource person for MECC; monitor and analyse trends; support project implementation and development, including review and analysis of projects and project reports; and develop capacities and partnerships related to MECC.

Core Functions / Responsibilities:

1. Act as a thematic resource person by providing capacity building, training, and general support to Regional and Country Offices. Contribute to capacity-building of IOM staff in the thematic area.

2. Assist the Head of the MECC Division and review, propose the endorsement of, and track project proposals developed by Headquarters, Regional and Country Offices related to the thematic area to ensure consistency with the Organization’s standards. Conduct desk research and take other actions to prepare background information to support the development of new project proposals.

Page 1 / 43. Assist the Head of the MECC Division with the development of knowledge and information management tools, coordinate with and provide regular updates to HQs/MECC, MECC Regional Thematic Specialists, MECC Focal Points, COs and other relevant units on MECC thematic issues.

5. Contribute to policy processes by providing technical inputs on climate change, environment and migration, and represent IOM by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Head of MECC. 6. Coordinate the organization of MECC related internal and external discussions and meetings when appropriate.

7. Develop specific MECC communication materials and tools to raise awareness on the topic and highlight relevant IOM projects and programmes worldwide, including the Environmental Migration Portal.

8. Liaise with various stakeholders, partners, think tanks, private sector and civil society representatives to discuss appropriate MECC strategies and to identify potential activities. 9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, Economics, International Relations, Social Sciences or Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. • Publishing record on migration and/or environmental issues.

Experience

• Experience on issues of migration and climate change and environment in international organizations and/or governments, including experience in developing and implementing projects involving multiple countries;

• Experience on implementing capacity-building and training workshops on migration, climate change and/or environment in international organizations and/or governments; • Experience and/or good knowledge of procedures for project development, implementation, management and reporting, in particular of IOM procedures, including external donor reporting and liaison;

• Sound knowledge in design and implementation of research initiatives on migration and/or research projects on migration;

• Experience and/or good knowledge in communication and website management including use of social media;

• Experience and/or good knowledge of international fora policy processes in the areas of migration and climate change.

Languages

Fluency in English is required. Working knowledge of other language(s) is an advantage. Page 2 / 4Desirable Competencies:
