Context:

Under the direct supervision of the Chief of Mission in Dushanbe, the successful candidate will be responsible for monitoring and contributing to the management of IOM Tajikistan’s community stabilization activities in the Tajik-Afghan border areas. S/he will be responsible and accountable for the overall implementation of all community stabilization programming in target areas activities related to livelihoods; infrastructure rehabilitation; protection; emergency response management; and governmental liaison. This will also include monitoring the reporting, procurement, logistics, administration and finance aspects of programmes. In addition, S/he will also be responsible for providing inputs for the development of new community stabilization programmes in the country, and for liaising with relevant Department of Operations and Emergencies (DOE) counterparts in the sub-region, region and Headquarters.

Core Functions / Responsibilities:

1. Exercise quality control over all procedures and documents within community stabilization and other emergency related programming in Tajikistan and ensure that project activities are in line with IOM and donor guidelines and requirements.

Page 1 / 42. Supervise and train staff within the Community Stabilization and Emergency Unit, and provide programme and administrative support to all areas of community stabilization project areas including: staffing issues, finance, procurement, and technical matters.

3. Monitor specific aspects of work of the community stabilization project and support staff and assist in identifying problems and providing solutions to ensure the timely delivery of outputs. 4. Ensure project budget control. Maintain necessary resources to match overall project implementation requirements. Monitor project expenditure trends and recommend adjustments to meet project requirements. Ensure visibility as per donor requirements.

5. Coordinate the selection, monitoring and compliance of implementing partners, including drafting ToRs, budgets, and supervision of delivery and reporting.

6. Draft project documents in line with project, IOM and donor requirements, including situation reports, quarterly reports, public information materials, presentations, and project proposals. 7. Contribute to the development and implementation of monitoring and evaluation systems for all components of community stabilization programming, training staff where necessary. Regularly conduct field trips and present lessons learnt to IOM staff, implementing partners and other stakeholders.

8. Assist the CoM in donor liaison activities within all areas related to community stabilization, emergency response and cooperation with Afghanistan, whilst strengthening IOM’s relationships with relevant partners.

9. Participate in meetings related to emergency response and refugee preparedness in Tajikistan, including where necessary the United Nations Country Team (UNCT) and other inter-agency mechanisms.

10. Assess, develop a plan for and support the CoM in overseeing all related programme activities on community stabilization programming in Tajikistan, particularly in the Tajik-Afghan border areas. Provide technical inputs to Chief of Mission in DOE related areas. 11. Act as Migration Crisis Operational Framework (MCOF) focal point, coordinating IOM’s response to emergencies where required, facilitating staff development on MCOF, and drafting inputs for planning and development of internal strategies for the Mission.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Demonstrated capacity in project management and budget tracking, including grant management and infrastructure rehabilitation;

• Proven track-record in successful project development;

• Experience in transition and recovery programming, as well as emergency preparedness and response;

• Experience in liaising with governmental and donor authorities as well as with national and international institutions;

Page 2 / 4• Sound and proven understanding of internal and international migration issues in Tajikistan, Afghanistan, and Central Asia.

Languages

Fluency in English is required. Working knowledge of Tajik and Russian is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
