PURPOSE OF THE POST:

Under the supervision of the Chief Field Office the incumbent will support the coordination and the implementation of the operations and project/programme activities in the field, to ensure the survival, well-being of children and mothers and affected community in the country.

MAJOR DUTIES AND RESPONSIBILITIES:

 

·  Assists on the management of the humanitarian convoys in at the level of Damascus Field Office through ensuring the monthly convoys plans are prepared, compiled/amended and submitted on time. Follows up on the related logistics arrangements, reporting and providing inputs to the CFO and the management when it is requested.

·  Provides professional assistance in risk analysis to identify emergency-prone conditions/situations and contributes to early warning and timely emergency preparedness.

·  Assists in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of contingency plans. Monitors compliance of all sectors with emergency plans of action.

·  Identifies formal and informal sources of information. Collects, interprets and analyses all available data on the evolving emergency situation and its implications to the emergency operation. Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures. Identifies availability of resources in emergency prone areas

·  In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance. Participates in Implementing the emergency preparedness and response plan as necessary. Assists supervisor with assessment of local emergency and security situation.

·  Follows up with the timely delivery of assistance and procurement of supplies, and monitors the appropriate and effective use of UNICEF resources. Identifies problems and constraints in project delivery and advice the CFO and the officers accordingly.

·  Undertakes field visits (if needed) to emergency project areas, to assess local conditions and monitor project progress.

·  Collects and analyses lessons learnt from UNICEF's emergency operations experience and contributes towards adoption of the best practices and standards for longer-term emergency interventions.

·  Develop needed tracking tools to meet the requirement of program monitoring and situation monitoring at the level of DFO to ensure providing related information on monthly/quarterly basis or as requested. Analysis the collected data and suggest actions to ensure that UNICEF resources are properly managed by DFO and the partners.

·  Conduct any other relevant duties assigned by supervisor.

 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:

EDUCATION:

  • University degree in one of the disciplines relevant to the following areas: Social Sciences, Law, International Affairs or other relevant discipline(s).

WORK EXPERIENCE:  

  • Minimum two years of professional experience in emergency operations, humanitarian affairs, relief operations,
  • Field work experience interagency-coordination
  • Work experience in any international organization is an asset.

LANGUAGES: Fluency in English and Arabic required.
