The purpose of the consultancy is to facilitate the UNFPA/UNICEF Global Consultation on Ending Child Marriage in Kampala, Uganda which is scheduled for 5 to 7 April 2017.

Background & Rationale                                                                                                  

The global momentum and opportunities to make significant progress on ending child marriage have never been more favourable. The UNFPA-UNICEF Global Programme to Accelerate Action to End Child Marriage offers a framework promoting the right of girls to delay marriage, addressing the conditions that keep the practice in place, and caring for girls already in union. The programme targets adolescent girls (ages 10-19) at risk of child marriage or already in union, in 12 selected countries: Bangladesh, Burkina Faso, Ethiopia, Ghana, India, Mozambique, Nepal, Niger, Sierra Leone, Uganda, Yemen and Zambia. The programme will focus on enabling girls who are married or at risk of child marriage to choose and direct their own futures, supporting households in demonstrating positive attitudes towards adolescent girls, and strengthening the systems that deliver services to adolescent girls. It will also seek to ensure laws and policies protect and promote adolescent girls' rights, and highlight the importance of using robust data to inform policies relating to adolescent girls.

Interventions that can address child marriage straddle multiple sectors such as education, health and protection, and country programmes utilize a mix of strategies to prevent or mitigate child marriages and promote investments in girls.  As such, countries in the global programme sit across a spectrum of child marriage programming from those that are poised to go to scale (e.g. Ethiopia, India) and others fostering policies and programmes to effect change.  One of the key objectives of the program is to enhance the quality of programming to achieve results at scale while creating opportunities for exchange across UNFPA and UNICEF staff from various countries and regions as well as external experts.  These terms of reference are responding to the need for a facilitator to support the Global Consultation for UNFPA/UNICEF Ending Child Marriage Programme.

Purpose

The purpose of the consultancy is to facilitate the UNFPA/UNICEF Global Consultation on Ending Child Marriage in Kampala, Uganda which is scheduled for 5 to 7 April 2017. This will require:

  1. Engagement and input to the preparations of the meeting through consultations with the organizers and other key stakeholders at Headquarters, Regional and Country level through outreach to key participants and resource people in the field as appropriate and;
  2. Facilitation and successful closure of the Consultation.
  3. Debrief and review of the final meeting report 

This assignment requires working remotely and travel to Uganda to facilitate the Global Consultation on Child Marriage.

SCOPE OF WORK:

  1. Prior to meeting:
    a. Engage in consultative process with key HQ and stakeholders to define objectives, agenda, session outline, format, etc
    b. Coordinate with colleagues on logistics and admin to ensure smooth running/ facilitation of the meeting

2. During the meeting:

a. Facilitate the meeting
b. Hold daily debriefing/ briefing with key team on progress toward objectives, address any changes, etc.
c. Adjust meeting sessions, content, style etc
d. Facilitate an evaluation process to receive feedback from participants that is constructive and iterative

3. After the meeting:

a. Final debrief on the meeting with the Core Organizing Team
b. Provide feedback and review of the report, including outputs/lessons

EXPECTED RESULTS: (MEASURABLE RESULTS)


1. Detailed agenda for a 3 day meeting based on participatory methodology – 4 days (Deadline is 27 March, 2017)
2. Detailed guidelines to session leads for their inputs to the meeting programme, as well as general guidelines for all participants – 4 days (Deadline is 27 March, 2017)
3. Facilitation of actual meeting – 5 days
4. Detailed feedback on the whole meeting and consolidating final report – 3 days (Deadline is 14 April, 2017)

DUTY STATION
The assignment is remote-based and includes travel to Kampala, Uganda. Communication can be done via phone, skype and email.

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED DEADLINE

1. At least 10 years of experience facilitating meetings using a variety of methodologies including instructor led etc
2. Demonstrated experience analyzing needs and proposing solutions, planning and implementing assignments
3. Skilled communicator at all levels of participants, able to build trust and ensure confidentiality
4. Proactive and results-oriented attitude
5. Ability to work independently with little input as well as contribute to team effort to ensure results
