This also included prioritizing quick resumption of basic social services including the return of children to schools and measures to protect affected and vulnerable populations .The Guinea Office has built additional strategic partnerships at the grassroots level and strengthened community based networks in all sectors with 40 national and international civil society organizations (CSOs); the office has maintained and consolidated excellent collaborative partnership with government that is the basis of an excellent reputation and name recognition.

Duration of the post: 1 year with possibility of extension

UNICEF Guinea is looking for a qualified candidate to join us as an Administrative and Finance Specialist, at the P-3 Level to:

  • Ensure efficient provision of administrative and financial services in the areas of accounting control, recording, reporting of assets, liabilities and income
  • Monitor the appropriate disbursements of funds and payments in accordance with established financial rules, regulations and procedures 
  • Provide advice, direction and management control and control on administrative matters to the Guinea Country Office and operational support to zone offices. 


How can you make a difference?

  • Ensure that efficient and effective services are provided to the office in travel & transport management, communications, premises maintenance, security, inventory, and supplies. 
  • Control and operate bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices. Provide guidance and support to programme and operations staff in financial management.
  • Monitoring financial transactions, accounting reports and reconciliation of accounts and review budget status reports to ensure accurate and timely provision of financial information. 
  • Certify and confirm all administrative transactions through the interpretation and determination of applicable policies, procedures, rules and regulations.
  • Support the country office's HACT implementation strategy mainly through capacity building of staff and partners in HACT and participation in assurance activities.
  • Ensuring an effective inventory system for non-expendable items is put in place; determine and maintain proper inventory/re-order levels of expandable items; and authorize issues of expendable and non-expendable items.
  • Oversee contractual agreements with external service providers and seek compliance.
  • Provide operational support to zone offices including management of common service arrangements with other UN agencies.

To qualify as a Champion for every Child you will have…

  • An Advanced University Degree (Master's) in Accounting, Finance or Business Administration, Financial Management, Economics, or directly related technical field(s) is required.  Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree.
  • A minimum of five (5) years of relevant experience at the national and international levels in finance / budget / accounting or directly-related technical field is required.
  • Specialized training in IPSAS and SAP or other ERP systems is preferred.
  • National and International work experience in office management, administration, finance, accounting, and any other relevant function.
  • Work experience in emergency duty station is considered an asset.
  • Fluency in English and French (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian and Spanish) or a local language is considered an asset.

This position is classified as "rotational" which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.

This is a project funded post with current funds available for one (1) year with possibility of extension based on further availability of funds.
