Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 4 million and 6.2 million have been displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has declared a Level 3 Page 1 / 4emergency to enhance organizational humanitarian assistance and priorities related to internally displaced persons (IDPs), refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context.

As this is a Level 3 emergency response, the successful candidate will be under the overall technical guidance of the IOM Syria Crisis Coordination Cell in Geneva and under the direct supervision of the Chief of Mission (CoM) in Jordan, and will be responsible for the coordination of IOM's ongoing Level 3 response for southern Syria.

Core Functions / Responsibilities:

1. Coordinate IOM's emergency response and related operations in southern Syria in accordance with IOM Standard Operational Procedures.

2. Contribute to Whole of Syria (WoS) strategic planning of emergency response in Syria from the Jordan hub including preparation of yearly Humanitarian Response Plan and expansion of IOM Jordan activities to other sectors.

3. Directly manage international project staff in Amman, providing programme and administrative guidance and ensuring that staff are able to complete activities required of them as per their Terms of Reference (ToRs).

4. Mentor and support staff in their development. Regularly monitor staffing needs and interview and hire necessary staff as required.

5. Oversee all admin and finance processes of relevant projects, ensuring spending is correct and within budgets.

6. Plan and oversee the procurement and logistics activities for relevant operations. 7. Ensuring correct preparation of business contracts for all relevant IOM activities. Oversee coordination with legal department for agreement clearance between IOM and implementing partners, suppliers or service providers.

8. Monitor project progress and draft regular reports for Chief of Mission, headquarter and for donors as required and prepare communication materials in coordination with CoM and Headquarters (HQs).

9. Coordinate the development, dissemination and regularly update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for activities as required. 10. Meet regularly with donors present in Jordan and provide briefings and updates on IOM’s activities and projects. Develop donor proposals as required based on needs and funding opportunities.

11. Oversee the development and maintenance of data collection and analysis mechanisms for IOMs ongoing or new projects and share relevant information with partners within the humanitarian community.

12. Meet regularly with implementing partners, monitor their activities, project management and provide advice and oversight as required.

13. Represent IOM in related meetings with United Nations (UN) and non-governmental organizations (NGO) counterparts.

14. Represent IOM in various forums, including in interagency coordination meetings and meetings called by Office for the Coordination of Humanitarian Affairs (OCHA) convened to Page 2 / 4discuss coordinated responses to the humanitarian situation in Syria. 15. Support all relevant sectoral working groups, including Non-Food Items (NFI) /Shelter, CCCM, health, protection and education groups with strategic and operational input, as needed. Contribute towards the elaboration of SOPs, harmonized approaches, contingency plans and disaster reduction strategies.

16. Represent Jordan hub during the IOM Whole of Syria Approach technical meetings regularly convened by Syria Coordination Cell.

17. Undertake international and national duty travel and field visits as required. 18. Perform other duties as might be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian affairs, Project Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Working experience including at least three years of field experience in operations, emergency work, including support to displaced populations and/or project management;

• Excellent communication, negotiation and organizational skills; ability to prepare clear and concise reports;

• Strong analytical, planning and people management skills; and the ability to establish working relationships with governmental authorities, other national/international institutions and NGOs; • Good knowledge of project formulation, administration and evaluation techniques and practices;

• Familiarity with financial management; effective resource management skills; • Sound judgment, ability to extract, interpret, analyze and format data and resolve operational problem, ability to work with minimum of supervision;

• Ability to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative and good judgment;

• Personal commitment, efficiency, flexibility, drive for results, creative thinking; • Good level of computer literacy, including database applications.
