Context:

A lack of job opportunities in the country, poor local awareness of safe migration, centralized migration processes, and high cost of migration are all contributing factors to high numbers of migrants choosing dangerous, irregular migration channels.

To ensure ‘Safe Migration’ and more durable reintegration experiences for Bangladeshi migrants returning from Europe and other destination countries, it is necessary to identify gaps in the state and private migration processes and strengthen the mechanisms to ensure that migrant workers receive efficient, reliable and accessible migration services. In addition, potential migrants and their communities need better awareness of the processes and strategies of safe migration. Particularly, understanding the risks of migrating through irregular channels, the benefits of using regular channels and the mechanisms is important to ensure positive and beneficial migration experiences.

In line with IOM Bangladesh’s ‘Safe Migration Framework’, IOM Bangladesh is undertaking series of interventions with the objective of improving access to safe migration opportunities for Bangladeshi men and women. This will be achieved primarily through institutional strengthening and policy support targeting the relevant ministries as well as private sector organisations. The Page 1 / 4project will also engage community structures including Civil Society organisations and relevant NGOs to strengthen community response mechanisms governing regular migration.

IOM also seeks to provide immediate needs assistance provided after arrival and durable reintegration support for up to 3000 returning migrants. This support will be provided in the returnees’ home district and based on a tailored reintegration of reintegration services including referral to economic reintegration services, psychosocial support and social reintegration activities.

Under the direct supervision of the Senior Programme Manager (Sr.PM) and overall guidance of the Chief of Mission (CoM) in Dhaka, Bangladesh, and in close coordination with other Units. The successful candidate will be responsible for managing the implementation of a multi-year EU funded project - “Improved Migration Governance in Bangladesh” to strengthen migration governance in Bangladesh and facilitate the durable reintegration of returnees from Europe. Core Functions / Responsibilities:

1. Oversee the overall implementation and monitoring of the programme activities under areas of responsibility; employ a results based management approach to manage the implementation of the Project in accordance with the EU approved Project Documentation.

2. Oversee management and supervision of the different functions within the programme management team and provide leadership, thematic supervision and technical guidance to a team of staff working across a complex migration governance and large scale reintegration initiatives.

3. Manage and guide project partner organisation in timely and efficiently achieving reintegration deliverables.

4. Establish a robust communication strategy to promote IOM’s objectives and strategy in the area of migration governance and reintegration.

5. Initiate and promote external relations and high-level liaison with the Ministry of Expatriates Welfare and Overseas Employment and the Bureau of Manpower Employment and Training, including relevant government bodies within the project’s framework and also establish strategic partnerships and formalize IOM’s relationships with the active bodies under the ministry. 6. Establish close collaboration and working arrangements with relevant stakeholders such as Government entities and private sector actors in the area of recruitment and labour migration, both in Bangladesh and Gulf Countries.

7. Oversee preparation of periodic reports for the donors on programme delivery, including interim and final reports to donors on budgetary expenditure and results in coordination with the Resources Management Officer, RO Bangkok and RO Brussels.

8. Guide the team on donor updates, donor reports, newsletters, etc. as needed. 9. Oversee all necessary tools required to track project progress and identify gaps including reports, mapping, spreadsheets, and others as required.

10. Monitor the budget and propose corrective measures in coordination with the Mission’s Resource Management Officer (RMO), Sr. PM, CoM and the ROAP.

11. Undertake duty travel, particularly internally and to Gulf Countries, to oversee the implementation of project deliverables.

12. Represent the organization and participate in meetings organized in the framework of the Page 2 / 4programme, or as part of an IOM representation at such meetings, including in donor briefings, visits to project sites and media presentations.

13. Identify and explore new programme/ project opportunities consistent with expressed needs of the Ministry of Expatriates Welfare and Overseas Employment, IOM’s mandate and strategy in Bangladesh by reflecting global and regional initiatives such as the Global Compact, Colombo Process and Abu Dhabi Dialogue; on this basis, support in the development of proposals in coordination with the supervisor and project development unit.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, International Relations, Economics, Business Studies, Management or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience. Experience

• Experience in the areas of migration management with exposure to labour migration projects; • Proven track record of donor liaison and resource mobilization;

• Demonstrated experience in development, implementation, analysis and evaluation of projects that requires close collaboration and coordination with the Government and private sector; • Demonstrated experience in programme management including budget planning and monitoring;

• Demonstrated supervisory experience in staff management;

• Prior experience in South Asia and/or Gulf countries desirable.

Languages

Fluency in English is required.

Note

This position will be based at the Ministry of Expatriates Welfare and Overseas Employment office.

Internationally recruited professional staff are required to be mobile.
