Human Resources Assistant (recruitment)

Under the overall delegated authority of the Chief of Staffing, Learning and Development Section (HRM/SLD) and the immediate supervision of the Head of Staffing Unit, the HR Assistant performs a range of office and administrative support services, contributing to the smooth and efficient functioning of the Unit and the timly delivery of recruitment activities.

He/She provides information on staffing matters (status of recruitment processes, roster of consultants, mobility, HR data, use of the online recruitment system, etc.) to candidates, hiring managers, HRM colleagues and other internal and external partners.

More particularly, the incumbent will\:

  • Contribute to recruitment activities at different stages, such as advertisement, pre-screening, retrieval of recommendations and candidates’ evaluation sheets, closing of recruitment processes, sending regret letters, organizing meetings of The Advisory Board on Individual Personnel Matters (PAB), etc.
  • Provide information to candidates and hiring managers on the online recruitment system and the consultants' roster, as well as on recruitment procedures and processes.
  • Liaise with Administrative and Finance Officers (AO's), Classification Unit and other Services on the receipt of complete documentation for recruitment files; review/finalize vacancy notices, in collaboration with Sectors/Bureaux, to ensure compliance with recruitment standards.
  • Review the requirements of Project Appointments (PA) for compliance with recruitment standards and provide information to Sectors/Bureaux on the required modifications; upload PA vacancy notices on HRM website.
  • Upload/create links on HRM website for consultancy, received from Sectors/Bureaux/Institutes, and vacancy notices received from the UN Common System.
  • Collect, select and compile information, records and data and prepare/process various routine documents (e.g. correspondence, memos, spreadsheets, project documents, etc.) and HR data; prepare routine correspondence and answers to official requests, review correspondence in English and/or French, carry out informal translation when necessary. Check incoming mails/documents/submissions/requests and follow up the appropriate actions.
  • Maintain posts files and reference systems updated according to the rules issued by the Archives and Records Management Unit and ensure their archiving.

EDUCATION

  • Completed secondary, technical and/or vocational education.

WORK EXPERIENCE

  • A minimum of 3 years of work experience in the field of human resources or related areas, of which at least 1 year in similar recruitment functions within a service of human resources management.

SKILLS/COMPETENCIES

  • Excellent organization and coordination skills.
  • Excellent interpersonal and communication skills (oral and written), including ability to draft correspondence and correct documents in English and/or French.

  • Judgement and ability to work autonomously.

  • Excellent IT skills with proficiency in the use of MS Office.

LANGUAGES

  • Excellent knowledge of English or French and good knowledge of the other language.

EDUCATION

  • Relevant specialized training/certification in human resources or related field.

WORK EXPERIENCE

  • Relevant experience in the UN System or other international organizations.
  • Experience in using Enterprise Resource Planning system (ERP) such as SAP, Oracle, TALEO etc.

SKILLS/COMPETENCIES

  • Knowledge of UNESCO’S administrative and informatics tools.
  • Knowledge of UNESCO’S rules, administrative procedures and standard practices.

LANGUAGES

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Spanish and/or Russian).
