The United Nation Secretariat maintains rosters of qualified and available candidates to fill anticipated job openings in peacekeeping operations, special political missions, and other field operations.The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Medical Officer P4 roster.The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process. Successful candidates will be placed on the roster and subsequently will be invited to apply for field mission vacancies open only to roster members. These positions are located in field missions of Peace Operations. The Medical Officer in the field reports directly to Chief Medical Officer/Chief Service Delivery and has a functional reporting relationship with the Medical Director, Medical Services Division, (OHRM/DM) for Clinical and medico-administrative matters and with the Chief, Medical Support Section (MSS) for Medical Logistics and operational matters. The focus of these jobs is the overall management of the unit, its programmes, staff and budgetary resources. Applicants will be expected to serve in hardship duty stations with difficult working and living conditions. Within delegated authority, the Medical Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Medical Officers.)
•Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies,
•Undertake day-to-day occupational health duties: pre-placement and periodic medical examinations prepare UN staff for travelling providing immunizations, malaria prophylaxis, travel kits, etc.
•Refers staff to outside specialists as necessary.
•Follows-up with outside specialists.
•Provides health education and health promotion programs.
•Organizes/Participates in addressing work environment and occupational health issues.
MEDICO ADMINISTRATIVE DUTIES:
•Advises Administration on medical standards for recruitment, sick leave, and medical evacuations/repatriations as per United Nations policies and guidelines.
•Participates in drafting and implementation of business continuity and crises preparedness plans for the duty station/mission
•Manages/Supports day-to-day operations
•Deputizes for the Senior/Chief Officer during his/her absence.
•Supervises laboratory technicians nurses and medical administrative staff; ensures availability of drugs and medical supplies and proper functioning of medical equipment.
•Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).
•Performs other related duties as required.
If the Medical Officer will be required to act as a Chief Medical Officer, the following Managerial responsibilities will apply.
•Plans, organizes, manages, supervises and coordinates medical services in missions. This includes management of medical support activities in the mission.
•Provides day-to-day supervision of medical staff. Evaluates staff performance, interviews/evaluates candidates for job openings.
•Prepares budgets and controls finances, ensuring optimum and rational use of resources as appropriate.
•Procures drugs, medical equipment, consumables and medical supplies.
•Ensures availability of supplies and proper functioning of medical equipment.
•Ensures the implementation of directives from UNHQ.
•Manages the interface between the medical unit and staff counselors, senior management of the mission, all specialized agencies, military physicians, physicians and representatives of laboratories, pharmaceutical companies, medical associations and societies.
•Ensures a conducive and secure working environment for medical staff.
•Acts as Adviser for the mission on medical matters.
•Establishes and implements appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).

Doctorate (MD) or equivalent in medicine is required. Current registration without restrictions to practice medicine in own country or another UN member state is required. Post graduate training in one of the clinical medical specialties is required (Note – formal post-graduate training of minimum 2 years in Occupational Health, Tropical Medicine, General Practice or Primary Care would be regarded as a medical specialty). MD (or equivalent) degree along with requisite qualifying experience as determined by the medical director may be accepted in lieu of post graduate training. Training and experience in Tropical Medicine/Infectious diseases or gynecology is desirable.Work Experience
A minimum of 7 years of clinical experience including 2 years of combined clinical and management experience is required. At least on year of experience in international environments is required. Experience in Peacekeeping missions, humanitarian relief operations, military or similar environments is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.Assessment
