About the Region
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. About the Country/Multi-Country Office
The Asia Regional Health Cluster (ARHC) was established in 2018 to efficiently deliver grants and manage funds, and to provide quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of the UN Sustainable Development Goal on good health and well-being by expanding the population benefiting from UNOPS-managed health-related engagements across the Asia Region.
The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight AIDS, Tuberculosis and Malaria in Asia, currently with grants in Cambodia, Lao, Myanmar, Thailand and Vietnam. UNOPS, as a PR, is responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients from the National Programmes, local and international and local non-governmental organizations (NGOs), and United Nations agencies.
About the Project Office
The Asia Regional Health Cluster (ARHC) is a dedicated UNOPS unit focused on delivering health programmes and procurement across the Asia Pacific region. Headquartered in Bangkok, Thailand, ARHC operates through a network of personnel in UNOPS country offices, leveraging local support services. ARHC's mission is to improve health outcomes and contribute to SDG 3 by providing tailored solutions and advisory services. Its expertise encompasses programme and fund management, pharmaceuticals and health sector procurement, and technical expertise in the health sector. Since 2011, ARHC has managed over US$1.68 billion in Global Fund grants for HIV, TB, and malaria programmes in the Greater Mekong Subregion, supporting national programmes, NGOs, and multilateral organizations. ARHC also extends its capabilities and services to UNOPS multi-country and country offices in the region, promoting regional collaboration and impact in the health sector.
Job Specific Context
Serving as the Global Fund Principal Recipient (PR) since 2011, UNOPS manages grants for Myanmar’s HIV, TB, and Malaria programs through its Asia Regional Health Cluster (ARHC) with full transparency and accountability. UNOPS has also been selected as the PR for the upcoming 2027–2029 HIV, TB, and RAI5E grants.
Under the overall supervision of the PR Head of Programme and the direct supervision of the Monitoring and Evaluation Senior Manager (M&E and Health Systems Strengthening Lead), the M&E Specialist shall be responsible for monitoring, evaluation and reporting systems for Global Fund-supported health programmes.
Role Purpose
The Monitoring & Evaluation Specialist supports the design, implementation and continuous improvement of monitoring, evaluation and reporting systems for Global Fund-supported programmes managed by UNOPS. The role ensures timely collection, validation, analysis and reporting of programme performance data, strengthens data quality and partner monitoring capacities, and provides technical guidance to National Programmes, Sub-Recipients and implementing partners. Working closely with programme teams and key stakeholders, the incumbent contributes to evidence-based programme management, donor reporting, performance improvement and achievement of grant objectives while ensuring compliance with Global Fund, UNOPS and national monitoring and evaluation requirements.
Functions / Key Results Expected
Under the direct supervision of the Monitoring and Evaluation Senior Manager (or designated supervisor), the Monitoring and Evaluation Specialist will support the implementation, oversight and continuous improvement of monitoring, evaluation and reporting systems for Global Fund-supported programmes.
The incumbent will perform, but not be limited to, the following responsibilities:
Monitoring, Evaluation and Reporting
Provide technical and technological inputs into the design, implementation, and improvement of the programme’s monitoring and evaluation systems, policies, tools, and processes, to ensure it is able to meet the evolving data needs and emerging priorities.
Under the overall supervision of the Monitoring and Evaluation Senior Manager, adapt fit-to-context monitoring and evaluation approaches and arrangements, ensuring leveraging adaptive modalities and technological tools.
Coordinate the implementation and continuous improvement of monitoring, evaluation and reporting systems that support effective programme management and comply with Global Fund, UNOPS and national requirements.
Develop, maintain and periodically review programme monitoring plans, programme performance frameworks, indicator reference guides, reporting tools and standard operating procedures.
Ensure timely collection, consolidation, validation and submission of programmatic data and reports from National Programmes, Co-Principal Recipients (where applicable), Sub-Recipients (SRs) and implementing partners.
Review programme reports for completeness, consistency, quality and compliance with approved reporting requirements prior to submission.
Support the preparation of Progress Updates (PUDRs), Pulse Checks, grant performance reports, analytical summaries, management reports, presentations to management and external stakeholders, and other donor reporting requirements.
Data Quality Assurance and Performance Monitoring
Conduct routine data quality assessments, data verification exercises, programme spot checks and field monitoring visits to validate programme performance and ensure data integrity.
Review source documents and reporting systems to verify the accuracy, completeness, consistency and timeliness of reported data.
Cross-check programmatic achievements against financial implementation to improve confidence in reported programme results and identify discrepancies requiring follow-up.
Monitor programme performance against approved indicators, milestones and implementation targets, identifying trends, risks and implementation gaps, as well as promote and support quality assurance of all interventions.
Produce analytical reports, dashboards, scorecards and performance summaries to support evidence-based programme management.
Conduct qualitative and quantitative data analysis and information evaluation (including variance analysis), contributing towards the progress, constraints and gaps assessments, and evaluation of the programme performance and exploring the use of predictive analytics and other technological tools to assess programme trajectories and predict implementation bottlenecks.
Identify implementation bottlenecks, monitoring risks and data quality issues, and recommend practical mitigation measures and corrective actions.
Technical Support and Programme Strengthening
Provide technical guidance to National Programmes, Co-PRs, SRs and implementing partners on monitoring and evaluation methodologies, reporting requirements, indicator definitions and data management, including digital M&E methodologies, modern data governance, and system interoperability.
Support the development, review and implementation of monitoring tools, reporting templates, databases and electronic information systems to improve data collection, analysis and reporting.
Contribute to programme reviews, operational assessments, surveys, evaluations and special studies, ensuring findings are translated into practical recommendations.
Support National Programmes in strengthening monitoring and evaluation systems, surveillance mechanisms, routine reporting processes and performance monitoring practices.
Contribute technical inputs to grant-making, implementation planning, workplan reviews and programme performance assessments as required.
Digital M&E Systems, Data Governance and Advanced Analytics
Provide strategic leadership and oversight for the development, integration and continuous improvement of databases, electronic information systems, digital health platforms and other technology-enabled M&E solutions across the grant portfolio.
Direct the development and use of real-time digital dashboards, automated reporting tools and interactive data visualizations to strengthen portfolio oversight, enable early identification of performance issues and support timely management decisions.
Promote the use of advanced data analytics, including trend, variance, geospatial and predictive analysis, to assess programme trajectories, anticipate implementation bottlenecks and inform corrective action and resource prioritization.
Establish and oversee data-governance arrangements covering data quality, ownership, access, security, privacy, retention, documentation and responsible use.
Promote interoperability, standardized indicators, metadata management, version control and effective information exchange between UNOPS, national and partner systems.
Review and approve proposed digital tools and system enhancements, ensuring fitness for purpose, compatibility, sustainability, value for money and avoidance of unnecessary duplication.
Provide strategic oversight and coordination of UNOPS support to relevant Ministry of Health e-health and digital health initiatives, including DHIS/DHIS2, the Master Patient Index and other national platforms, and ensure effective monitoring and reporting of activities financed by the Global Fund.
Capacity Development
Assess monitoring and evaluation capacity of National Programmes, SRs and implementing partners and identify institutional and technical capacity gaps.
Develop and implement capacity-building plans in collaboration with programme teams and relevant stakeholders.
Design and facilitate workshops, mentoring sessions and on-the-job training on monitoring and evaluation, reporting requirements, data quality assurance and information management including digital upskilling plans and hands-on training on digital health platforms.Develop user-friendly guidance documents, training materials and job aids to strengthen partner capacity and promote standardized reporting practices.
Coordination and Collaboration
Coordinate closely with Programme Management, Finance, Procurement and Supply Chain Management, National Programmes, SRs, technical partners, UN agencies and development partners to ensure harmonized programme monitoring and reporting.
Facilitate regular programme performance review meetings and data review sessions to promote the interpretation and use of monitoring data for programme improvement.
Maintain effective communication with internal and external stakeholders to ensure timely exchange of programme information and coordinated follow-up of agreed actions.
Participate in technical working groups, coordination meetings, grant review missions and other programme-related forums as delegated.
Knowledge Management and Learning
Ensure the use of monitoring findings and performance data to support evidence-based planning and programme decision-making.
Document lessons learned, good practices and innovations emerging from programme implementation and contribute to organizational knowledge management.
Support dissemination of programme achievements and key monitoring findings through reports, presentations and learning events.
Contribute to continuous improvement of monitoring systems by identifying opportunities to strengthen data management, reporting efficiency and programme performance and harnessing project management technological tools.
Compliance and Operational Support
Ensure monitoring and reporting activities comply with Global Fund requirements, UNOPS policies, applicable national guidelines and donor reporting standards.
Contribute to internal and external audits, Local Fund Agent reviews and programme evaluations by providing required documentation, analysis and follow-up support.
Perform other monitoring, evaluation and programme support functions assigned by the supervisor in support of effective implementation of Global Fund grants.

Required
Master’s degree (or equivalent) in Medical & Health Sciences, public health, epidemiology, health economics, health management, health social science, social science or other related discipline with 5 years of relevant experience OR
Bachelor’s degree in the above listed subjects combined with additional two years of relevant experience may be accepted in lieu of a Master’s degree.
Experience Requirements
Required
Minimum of 5 years of relevant experience monitoring and evaluation; including the development, design and implementation of monitoring and evaluation systems for public health programmes.
Familiarity with DHIS2 (District Health Information Software) or similar integrated public health databases and technological tools.
Willingness to undertake field visits in difficult conditions is required.
Desired
Experience with international donors and in the UN system would be an asset.
Previous work in and knowledge of the political, economic and social situation in Myanmar would be an asset.
Ability to analyze large datasets using software such as Stata, SPSS, R, or Python.
Familiarity with mobile data collection tools like KoBoToolbox, ODK (Open Data Kit), or CommCare for field-level health data gathering.
