Job Title: NCD Officer – Policy and Evaluation

Purpose of Role: The NCD Officer – Policy and Evaluation supports the co-development, testing and application of a Pacific NCD Policy Impact Evaluation Framework to strengthen the assessment of NCD policy effectiveness across Pacific Island countries. This role will work closely with the George Institute for Global Health and national stakeholders by facilitating country engagement, co-designing processes, piloting implementation and knowledge sharing. The position also contributes to generating evidence on the impact of NCD policies and interventions, helping to strengthen policy decision-making and improve NCD prevention and control outcomes in the Pacific region.

Organizational Context and Organization Chart

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Public Health Division (PHD) employs around 35 staff based in Noumea and Suva. It supports members in developing healthier Pacific Island people and communities. The primary focus of the division is to provide scientific and technical assistance and to support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent diseases, restore and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services.

The PHD is comprised of five programmes: 1) Surveillance, Preparedness and Response Programme (SPRP); 2) Non-Communicable Diseases Prevention and Control Programme (NCDP); 3) Clinical Services Programme (CSP); 4) Laboratory Services Programme (LSP); and 5) Health Integration and Innovation Programme (HIIP). The NCD Officer – Policy and Evaluation position is located within the NCD Prevention and Control Programme and will be based in the PHD office in Suva.

  4. Contribute to technical outputs, evidence generation and knowledge dissemination (15%)

KRA 2: Strengthen stakeholder engagement and country collaboration for NCD policy impact evaluation (25%) - Support engagement and communication with Ministries of Health, NCD focal points, policy units and regional partners. - Maintain effective working relationships with participating countries and project partners. - Coordinate meetings, consultations, workshops and stakeholder engagement activities. - Facilitate follow-up of agreed actions and communication between project partners. - Strong and productive relationships are maintained with participating countries and partners. - Stakeholders actively participate in co-design and evaluation activities. - Meetings and consultations are effectively coordinated and documented. - Agreed actions are tracked and implemented in a timely manner.
KRA 3: Support piloting and implementation of the NCD Policy Impact Evaluation Framework (20%) - Support pilot implementation of the evaluation framework in participating Pacific Island countries. - Coordinate country-level activities and provide operational support during implementation. - Assist with data collection, documentation and analysis associated with pilot activities. - Identify opportunities to improve and adapt the framework. - Pilot activities are successfully implemented in participating countries. - Data and lessons from pilot implementation are appropriately documented and analysed. - Recommendations for framework improvement are identified and incorporated. - Countries are supported to apply the framework effectively.
KRA 4: Contribute to technical outputs, evidence generation and knowledge dissemination (15%) - Contribute to case studies, technical reports, publications and other project outputs. - Support synthesis of evidence relating to NCD policy impact and implementation. - Assist in organising and delivering regional workshops and dissemination events. - Remain informed of emerging NCD policy, evaluation and research developments relevant to the project. - High-quality technical outputs are produced and disseminated. - Project findings are effectively communicated to countries and partners. - Case studies and reports contribute to improved understanding of NCD policy impacts. - Emerging evidence and best practices are incorporated into project activities.
KRA 5: Contribute to programme coordination, capacity strengthening and partnership development (10%) - Support RESist-NCD programme coordination and reporting requirements. - Contribute to capacity-strengthening activities related to NCD policy evaluation. - Develop and maintain professional networks with national, regional and international stakeholders. - Participate in programme meetings and provide progress updates as required. - Programme activities are coordinated effectively and reported in a timely manner. - Capacity-strengthening initiatives are delivered and positively received by stakeholders. - Strategic partnerships and networks are strengthened and maintained. - Contributions support achievement of RESist-NCD programme objectives and outcomes.

  • Facilitating a multistakeholder co-design process across diverse Pacific Island contexts. Engaging ministries of health, policy makers, technical experts, development partners and country representatives with differing priorities, capacities and policy environments to achieve consensus on a common evaluation framework.
  • Adapting global NCD policy impact evaluation approaches to the Pacific context. Critically reviewing international evidence and frameworks and translating them into a practical, culturally appropriate and feasible framework suitable for Pacific Island countries with varying health system capacities.
  • Supporting pilot implementation of the evaluation framework in multiple countries. Coordinating activities across countries, managing competing timelines and stakeholder expectations, and addressing implementation challenges while ensuring consistency in framework application.
  • Navigating complex NCD policy environments and multisectoral issues. Working across policy areas such as food systems, tobacco, alcohol and physical activity, which often involve multiple government sectors, commercial interests and competing policy priorities.
  • Synthesising technical evidence into actionable policy insights. Contributing to case studies, reports and technical outputs that accurately assess policy impacts and communicate findings in ways that are meaningful to policy makers, donors and regional stakeholders.
  • Building and maintaining effective regional partnerships and stakeholder engagement. Sustaining collaboration between SPC, The George Institute, participating countries and other regional partners while balancing diverse expectations, communication needs and cultural considerations across the Pacific.

- Bachelor's degree in public health, health policy, public policy, epidemiology, health systems, monitoring and evaluation, social sciences, or equivalent body of knowledge and experience. - Postgraduate qualification (Postgraduate Diploma or Master's degree) in Public Health, Health Policy, Health Systems, Monitoring and Evaluation, Research, or a related field. - Postgraduate training or certification in programme evaluation, implementation science, health economics, policy analysis, research methods or co-design methodologies.
