Organizational Context and Scope
IOM works with private sector actors on a broad range of IOM activities, including humanitarian assistance, health, labour migration and counter-trafficking. IOM’s interaction with the private sector is multifaceted; the Organization has received technological, financial, human resources and other support from the private sector to save and improve the lives of those that are most affected by conflicts or natural disasters, or those suffering from lack of opportunity. In addition, IOM partners with companies and foundations to help enhance its operational and strategic performance as well as to gather data and advocate regarding migration issues.
Responsibilities
Under the direct supervision of the Chief of Mission, IOM China (based in Beijing), and in close coordination with the Head of Sub-Office in Hong Kong(SAR) and the Regional Office for Asia and the Pacific, and with a technical reporting line to the Head of the Global Partnerships and Pipeline Development Unit within the Private Sector Partnerships (PSP) Division at Headquarters, the National Private Sector Engagement Officer will support strategic engagement with private sector actors based in Hong Kong SAR.
The incumbent will assist developing and managing high-value partnerships with corporates and philanthropic foundations to mobilize flexible funding, foster responsible business practices, and enable IOM’s strategic plan.
Responsibilities and Accountabilities:
Support the implementation of the IOM Global Private Sector Strategy through targeted outreach, relationship management, and stewardship of private sector partners in Hong Kong SAR.
Collaborate with the Global Partnerships and Pipeline Development Unit within the Private Sector Partnerships (PSP) Division at Headquartersto identify, map, and prioritize new private sector prospects and expand existing partnerships for strategic and financial scale-up.
In coordination with COM and the Head of the Global Partnerships and Pipeline Development Unit within the Private Sector Partnerships (PSP) Division at Headquarters, contribute to design and implement a comprehensive private sector outreach and fundraising strategy for Hong Kong SAR, aligned with global and regional PSP priorities.
Develop and maintain a structured donor and partner database (Salesforce/Wave), ensuring systematic monitoring, reporting, and analysis of engagement and fundraising performance.
Assist to Strengthen cross-thematic private sector engagement across institutional and PSP’s thematic priorities, including climate change, regular pathways, emergencies, and flexible funding mechanisms in alignment.
Support to deliver initiatives that provide technical guidance to private sector partners on migration-related issues, including supply chain due diligence, ethical recruitment, employer responsibility, migrant rights, and inclusive business practices in Hong Kong SAR.
Assist with preparation of high-quality proposals, concept notes, and partnership materials tailored to private sector audiences.
Participate in private sector forums, roundtables, and strategic engagement platforms in Hong Kong SAR.
Monitor and report on key performance indicators (KPIs) related to partnership development, pipeline growth, and fundraising targets.
Work with the IOM team in Beijing to build synergy in private sector engagement between the mainland and Hong Kong SAR.
Collaborate with PSP Headquarters in the preparation of donor reports, partnership updates, monitoring and evaluation, and strategic communications.
Support regional PSP engagement efforts in Asia-Pacific, ensuring alignment between global, regional, and country-level private sector strategies.
Perform other duties as assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in business management, Political Science, Human Rights, International Relations, Marketing, or a related field from an accredited academic institution with five years of professional experience; or,

University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience contributing to private sector partnership development and resource mobilization initiatives.
Understanding and experience of the Hong Kong and mainland China context and established track record in private sector partnership work in Hong Kong.
Understanding of private sector priorities and experience supporting partnerships development and fundraising with the private sector.
Experience in handling Corporate Social Responsibility programs and corporate recognition programs.
Experience contributing to identification of private sector opportunities and providing inputs to design and develop solutions with prospective partners for income and impact.
Experience supporting relationships management and coordinating with partners across multiple sectors.
Experienced in working cross-functionally and obtaining relevant content and information from different units to build innovative partnerships with private sector.
Experience in fundraising and donor engagement activities preferable within an international organization or UN context.
Skills
Demonstrated influencing skills and confidence to engage with high-level stakeholders.
Ability to meet fundraising targets and to negotiate and secure high value partnerships with corporates and foundations.
Proven ability to reconcile the needs of the Organization with those of the partner.
Ability to write, draft, and edit reports, acknowledgements, briefings, and donor correspondence when letters, proposals, grants, appeals and ability to explain complex issues to external donors and present the Organization and diverse operations in an appealing and concise manner.
Ability to develop Unique Value Proposition for private sector partners.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Native speaker of Chinese/Cantonese and fluency in English is required (oral and written). Working knowledge of another UN official language (Arabic, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
