BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) Bangladesh is strengthening its engagement in food systems, market systems, and supply chain capacity strengthening as part of its broader efforts to support resilient, inclusive, and shock-responsive food security systems in Bangladesh.

Under Pillar 2 of the CHT(Chittagong Hill Tracts) Strategy — “Addressing Chronic Food and Nutrition Insecurity & Strengthening Systems” — WFP aims to support climate-resilient livelihoods, market systems strengthening, post-harvest management, aggregation, storage, buyer linkages, and selected value chain development tailored to the upland and hard-to-reach realities of the CHT.

To support evidence-based planning and future programming, WFP Bangladesh seeks to recruit a qualified consultant to conduct a comprehensive Value Chain Analysis (VCA) across selected agricultural and livelihood sectors in the Chittagong Hill Tracts.

KEY RESPONSIBILITIES (not all-inclusive, within delegated authority):

1. Conduct a comprehensive analysis of selected agricultural and livelihood value chains across Rangamati, Khagrachhari, and Bandarban districts.

2. Identify priority commodities and value chains with potential for improving livelihoods, resilience, food security, and market integration.

3. Analyze market systems, supply chains, and actor relationships, including producers, traders, aggregators, transporters, processors, retailers, cooperatives, and institutional buyers.

4. Assess key constraints and bottlenecks affecting value chain performance, including transport, aggregation, storage, market access, post-harvest management, price volatility, climate exposure, financing, and infrastructure limitations.

5. Assess the functionality and accessibility of markets in remote and hard-to-reach areas.

6. Identify opportunities for strengthening aggregation models, storage systems, rural logistics, market information systems, and buyer linkages.

7. Assess gender, youth, protection, and social inclusion dimensions within selected value chains.

8. Examine opportunities for local procurement and institutional market engagement, including potential linkages with school feeding, social protection, and humanitarian procurement systems where feasible.

9. Identify opportunities for climate-smart and resilience-oriented interventions within targeted value chains.

10. Provide practical, sustainable and prioritized recommendations for WFP, Government counterparts, and partners.

11. Perform tasks as assigned.


 

QUALIFICATIONS AND EXPERIENCE:
 
Education: Completion of Advanced University Degree (Master’s or equivalent) is required. Education in Agricultural Economics, Agribusiness, Supply Chain Management, Rural Development, Development Studies, Economics, Food Systems or any relevant field is preferable. 


Experience: At least 5 years of overall experience, including 3 years of Professional Experience (managerial or supervisory) in areas related to Value Chain Analysis, Market Systems Development, Rural Livelihoods, Agribusiness, Food Systems Programming or other relevant fields. Within these 3 years of professional experience, a minimum of 1 year of experience must be after postgraduation.


Language: Fluency in spoken and written both in English and Bangla language.
