The Public Sector Clients Department, Region 1 (PSC1) is responsible for identifying, originating, preparing, executing, and investing in projects with public-sector clients in South Asia, Southeast Asia, the Pacific, and Sub-Saharan Africa across the range of AIIB-covered sectors through various financing instruments and solutions. PSC1 leads the coverage of public-sector clients, taking responsibility for project preparation, due diligence, and approval processes of projects, ensuring key economic, commercial, financial, and legal issues are considered and incorporated in the financing structure and legal documentation and followed through during the implementation phase.
The Principal Investment Officer will be responsible for the origination, structuring, and execution of infrastructure-related public-sector transactions contributing to AIIB's overall lending program. The candidate will support the planning, design, preparation, and implementation of projects/programs to help meet the rapid growth in public-sector infrastructure in the region.
Responsibilities:
- Assist in developing and maintaining a robust energy-sector pipeline in ASEAN economies.
- Serve as the project lead for complex transactions and oversee the full project cycle.
- Support the Director General and managers, as required, by reviewing project-related documents and ensuring robust project design, risk assessment, and overall quality assurance.
- Lead the Bank’s engagement in regional energy initiatives, particularly the ASEAN Power Grid (APG), and build deep regional and sector expertise.
- Develop and maintain strong relationships with relevant external counterparties, including governments, regulators, utilities, and development partners.
- Drive upstream engagement, and lead the origination, structuring, and execution of complex APG-related transactions.
- Lead relationship management and pipeline development with key state-owned enterprises (SOEs) in priority markets.
- Structure tailored financing solutions, and ensure a consistent, coordinated institutional approach to SOE engagement.
- Expand and deepen the Bank's SOE portfolio through proactive business development.
- Collaborate across departments to enhance transaction structuring and deliver innovative financing solutions, including integrated sovereign and nonsovereign approaches.
Requirements:
- Minimum 15 years of progressive experience in infrastructure investment, project finance, Mergers and Acquisitions, or advisory/consulting, with a strong focus on the energy sector.
- Master's degree (or equivalent) in finance, economics, engineering, or a related field. Professional certifications (e.g., CFA/ACCA/FRM) will be an advantage.
- In-depth knowledge of ASEAN energy markets, regulatory frameworks, and regional initiatives, particularly APG.
- Extensive experience engaging with diverse stakeholders, including governments, SOEs, development finance institutions, and private-sector investors.
- Demonstrated track record of structuring and executing complex public and private financing transactions.
- Strong strategic thinking and origination capabilities, with the ability to independently develop the business pipeline and deliver results.
- Excellent stakeholder management and communication skills as well as interpersonal skills.
- Collaborative and team-oriented approach.
- Fluency in English required. Fluency in additional languages of the region will be an advantage.
