Background:
The extra-budgetary project “Support the Republic of Kazakhstan in the development of effective policies to counter cybercrimes (Phase I)” supports national efforts to prevent and combat cybercrime through enhanced public awareness, capacity building, and stakeholder co-operation. As part of Activity 4.1, the Project will implement a nationwide cyber awareness campaign aimed at increasing public understanding of cyber threats, promoting safe online behavior, and strengthening citizens’ ability to protect themselves against cybercrime. The campaign will focus on major forms of cybercrime affecting individuals and businesses, including online fraud, phishing, identity theft, social engineering, privacy violations, and other emerging cyber threats. Awareness materials will provide practical guidance on cyber hygiene, crime prevention, and human rights protection in the digital environment. The campaign will be implemented through social media platforms, official communication channels of partner institutions, cooperation with influencers and bloggers, and offline awareness activities in Astana. Campaign materials will include infographics, short videos, posters, leaflets, and other public communication products. To support the design and implementation of this initiative, the Project seeks to engage National Experts in the Development of a Cybercrime Awareness Campaign in Kazakhstan
Objective of Assignment:
The OSCE Programme Office in Astana/Politico-Military Dimension requires the services of two national experts to provide substantive expertise for the development of a comprehensive cybercrime awareness campaign, including the identification of key awareness themes, development of public guidance materials, and support to the creation of campaign products that effectively communicate cybercrime prevention and online safety messages to the public.

Tasks and Responsibilities:
Under the overall supervision of the Acting Senior Politico-Military Officer, the successful candidate will be tasked with the following duties:
- Conduct consultations with relevant national stakeholders, including representatives of law enforcement agencies, government institutions, civil society, and other partners, to identify cybercrime-related concerns, public awareness needs, target audiences, and effective communication approaches.
- Review existing cybercrime awareness initiatives and identify lessons learned and good practices relevant to the campaign.
- Assess challenges related to cybercrime prevention, online safety, and public communication in Kazakhstan.
- Develop the overall concept of the cybercrime awareness campaign, including objectives, key messages, communication strategy, target audiences, and dissemination channels.
- Design awareness and educational content addressing major forms of cybercrime, including online fraud, phishing, identity theft, cyberbullying, social engineering, privacy violations, and other emerging cyber threats.
- Ensure that campaign content incorporates human rights principles, privacy protection, and responsible digital behaviour.
- Develop concepts, key messages, scripts, storyboards, and technical specifications for campaign products, including videos, infographics, social media content, posters, banners, and printed awareness materials.
- Prepare technical documentation, including Terms of Reference and cost estimates, for the procurement of services related to the production of campaign materials.
- Provide technical expertise and support during the procurement process, including the review and assessment of proposals submitted by potential service providers, as requested.
- Liaise with and provide technical guidance to the selected production company to ensure the quality, consistency, and accuracy of campaign materials and messages.
- Review and provide feedback on draft communication products, including audiovisual, digital, and printed awareness materials.
- Support the development of dissemination and promotion plans through social media platforms, partner institutions, influencers, bloggers, and other communication channels.
- Provide technical advice and recommendations for the organization and implementation of offline awareness activities in Astana.
- Monitor the development of campaign products and contribute to ensuring their alignment with project objectives and communication standards.
- Prepare a final consultancy report summarizing activities conducted, materials developed, key achievements, and recommendations for future cybercrime awareness initiatives.

Necessary Qualifications:
Minimum of 5 years of relevant experience in jurisprudence at the national level;
Experience in the law enforcement, particularly in combating cybercrime, is advantageous;
Professional fluency in Russian; knowledge of English and Kazakh would be an asset;
Work experience in or with governmental institutions, particularly the law enforcement sector, with additional experience working with international organizations being beneficial;
Demonstrated organizational and analytical abilities;
Cultural, religious, ethnic, and gender sensitivity;
Capacity to perform effectively under pressure, with minimal supervision, and adhere deadlines;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates. It will be discussed during the interview. Payment will be transferred in local currency (tenge) to the bank account of the consultant.
